"Crown and Two Chairmen" is cockney rhyming slang for human male genitalia.

The origin of the phrase seems to be from the pub "The Crown and Two Chairmen" on Dean Street in London's Soho - the pub is literally a load of bollocks with a penis attached (the penis seems to be the manager).
