Voskavia is a relatively small republic in the global region of ___. It is emerging from a fifty year communist reign after the death of its former President, Michael Johnson. Voksavia has a highly diverse population of Europeans, Malays, Chinese, Indians, and Jews. It is an island archipelago, with the main Island bisected by a mountain range. Much of the central plain is relatively high above sea level. Voskavia is a former British colony which attained independence in 1950. Voskavia consists of eight states.

History

Government

Voskavia's 1950 Constitution officially prescribes a Parliamentary government, however since 1956 this has effectively been suspended. The Communist regime that ruled from 1956 to 2006 introduced its own Constitution (the 1958 Constitution), however this was replaced with the 1950 Constitution in 2007.

National Council for Restoration and Reconciliation

Voskavia's current government consists of the military officers and state officials who overthrew the communist regime in 2006. The summit of this government is the National Council for Restoration and Reconciliation. The NCRR is a political body outside Cabinet and the National Executive Council. The NCRR is often called a 'junta' due to its large military involvement. Its chair is General Andrew Guntur, who is the President of Voskavia. The NCRR claims its legitimacy derives from a 2007 referendum, and its actions in bringing down the communist government. It also claims a mandate to rule without Parliament due to the "State of National Emergency" declared by the new government in 2006.

Presidency

The head of state of the Republic of Voskavia is the President of Voskavia. By the 1950 Constitution, the President is essentially non-executive. The President is elected by the Parliament.

Executive

The Executive consists of the National Executive Council, the National Ministries, and the National Government Agencies. The National Executive Council consists of the President, the Prime Minister, the Leader of the Opposition, and the current Ministers. By convention, the President follows the advice of the Executive Council and he gives legal force to its decisions. Most Presidential Powers are exercised by the "President-in-Council". The National Executive Council only meets when a decision must be taken formally. Debate over decisions is undertaken by the Cabinet, which is not a legal entity and its decisions have no force. Crucially, the Cabinet does not include the President or the Leader of the Opposition.

Legislature

The legislative body of Voskavia is the Parliament of Voskavia. It consists of a Senate, and a House of Commons. The Parliament is effectively suspended and the President makes legislation by decree. The Senate is composed of appointed delegates from the eight states. Each state appoints twelve Senators. They are usually elected by the State legislatures, but two states have direct appointments by the state Governor. Four states use a convention of "Proportional Senate Election", which is to say that the senate delegation will reflect the party composition of the state legislature. The remaining states have "Total Senate Election" in which a list of twelve is passed by the governing party. The House of Commons consists of two hundred members representing single member constituencies. They are elected on a system of Preferential Voting.

Voskavia is a federal republic consisting of eight states. Their status is ambiguous because although they have great autonomy officially, in practice the state Premiers are all drawn from the NCRR.
