Probable reference to a low level position (Numbers Runner) in what is usually a mob-run illegal lottery. It seems likely, then, that Charlemagne's "complicated things" may have extended beyond his cocaine habit ("she wiped at her nose and she winked" - Don't Let Me Explode) and may have involved being caught up in the mob.
