Saint Paul, or Paul the Apostle, was one of the most notable early christian missionaries. His "hard luck" may be due to the fact that he was imprisoned by the Romans for spreading the teachings of Jesus, or possibly because of the city named after him.
It's possible the line might also be refering to the character St. Paul who appears in Sweet Payne.
