From The Extended Group
First Response is a rent-a-cop security agency hired to patrol various public areas of Shoreline. First Response officers have become notorious among group members for showing up while hangout are taking place at such venues as St. Luke's, the Shorewood and Sunset roofs, and Shorecrest courtyard.
The appearance of a First Response vehicle often triggers panic and frustration from group members in the area, similar to the responses of heroes to the arrival of TIE Fighters or Sentinels from the Star Wars and Matrix movies, respectively.
The Sunset Incident
By the time Senior Year had rolled around, the group had come into increasing contact with the faction known as first response. Members of the group had grown more and more fond of hanging around on the roofs and playgrounds of local schools throughout the year, that run-ins with FR officers became increasingly frequent. One of the last of these encounters is known as the "Sunset Incident"
On the eve of the run-in, group members Lukas, Gavin, Jamie, Kevin, and Andy had been driving around aimlessly in search of something to do. They had for some reason acquired outsider Devon during their travels, but that did not improve their situation of having nothing to do. In fact, if anything the presence of Devon made the Andymobile "uncomfortable", which was previous thought to be impossible. Shortly before sunset, the group decided to return to their regular hangout at the Sunset Elementary playground to talk and play around. There were basketball hoops and all sorts of very interesting play equipment to use which had not been in place when the group members were of "appropriate age". (Note: this is a point of contention becuase even Lukas, the tallest of group members, could use the barrel-pole without it breaking... even though the toy displayed obvious signs of strain when Lukas climbed aboard). The group was simply hanging out and had no intention to destroy any property.
However, it is a well known fact that First Response does not care about intentions or the innocent. At around 9pm that night, headlights suddenly lit up the playground quickly followed by the squeal of tires as a "crown vic" sped toward the doomed party. "I just thought it was some kids trying to mess with us" testifies fellow peresecuted member Lukas Peter. Unfortuantely, it was First Response. As the car sped towards our intrepid heroes, the group split up. Lukas, Andy, and Gavin had decided to hide behind the basketcourt structure while Brett, Jamie, and Devon foolishly attempted to hide among the playground equipment. The latter members were spotted almost immediately and ordered to come out of hiding. Those first caught were subjected to endless hasseling by the portly First Response operatives and warned that they could have been "[ate] lead for running", despite the gross illegality of shooting innocents who do not appear to be a threat to the public.
Once Jamie, Kevin, and Devon were cut free by First Response Lukas, Andy, and Gavin gave themselves up too after failing to find a way to escape the playground without drawing attention to themselves. Lukas had tried to climb a chain link fence quietly but was quickly ordered to stop by Gavin and Andy. A bright searchlight was seen paying across the playground. It is still unclear today exactly why they gave themselves up (although Lukas maintains he was told to by Gavin) as First Response had not spotted them, but that debate is for another day. The officer ordered everyone to keep their hands in the air and then barked out orders for them to place their hands on the wall and spread their legs as he frisked them for weapons.(he was unaware that Lukas was carrying several firecrackers in an M&M Mini's container) The officer yelled that group members should leave within 60 seconds or be arrested. All members of the party escaped the incident without injury even though the First Response operative were in fact carrying firearms. Legal action against First Response for this incident is still being considered, but won't likely happen until Brett, Andy, and Gavin graduate from law school.
