Fowl joined Dutch giants PSV Eindhoven as a youth trainee at the age of 17. At under 18 level for PSV he immediately shone for the team playing in his usual defensive midfield position. However, because he had been ideally registered as an English-based player despite being born in the Netherlands. He was also eligable to play for the England Under-18 team, to which he declined and carried on playing and impriving at PSV.
