Cecil was born into poverty. An uneducated youth he was conscripted into the military when he came of age. He showed great promise with the bow and was commended many times by his commanders. His true chance to show himself came during a skirmish with Aurelis, where he sniped the enemy officer not long after the battle had begun, effectively causing chaos in the enemy ranks for them to flee. After more great performances the young man was given the chance to attend a prominent military academ and after he graduated he became an officer. He worked as an officer for many years, then suddenly his performance caught the eye of the Emperor himself. Arne invited him on a hunting trip and it was suffice to say he was impressed by his archery and so he decided to have Cecil tutor his sons in it. Young Perren had no interest or skills in bows but two of his brothers showed promise. He still spent a great deal of time with Perren, an interesting young man with an interesting but tragic story. Eventually he was asked to serve as Perren's retainer, servant, and guardian.

When members of the royal family began to die off, Cecil knew that someone was doing it but it wasn't in his power to do anything about it. As son after son fell, he suspected Perren, but when he voiced this to Arne the Emperor forced him into silence. In 781 when Perren killed his father Cecil was not surprise but he had sw rn an oathe of loyalty to Perren and deep down inside he believed that Arne had it coming for him. And so he remained ever-present in Perren's shadow ever since.
