As long as the solar has the minimum Str + Athl to break an item, he may spend 2m to shatter it irreparably. The Solar must actually touch the item to break it. If the Solar does not meet the minimum Str/Athl requirement, he may spend 2 motes for every point of Str + Athl he lacks until he has reached the minimum or is out of motes. This does mean that a Strength 2 Twilight could crumble a palace-fortress, provided he was willing to spend the time and the motes.

COMMENTS: FIrst Edition Solar Athletics had a variety of Charms that enhanced a Solar's Str+Ath score for the purposes of lifting and breaking things: they were not ported over to Second Edition because they were basically more specific and more potent versions of the First Athletics Excellency.  A character who has the First Athletics Excellency could use it in conjunction with this Charm- either through Athletics Essence Flow or through a Combo- to achieve much the same effect, albeit with a normal dice adder limit.  Additionally, this Charm seems to imply that it can break the normal dice adder maximum- in fact it pretty much states that it ignores it altogether- which is generally a bad idea.

Nothing broken was beyond repair for the Solar Exalted. This charm allows the Solar to instantly and perfectly repair a single item to its original state, even if pieces are missing or otherwise irreparably damaged.

COMMENTS: There's a TCS spell that does similar: is it safe to assume that the restrictions that apply to that Spell also apply to this Charm?  Otherwise, this Charm would allow a Solar to, say, dismantle a damaged Royal Warstrider into it's component parts and then repeatedly use this Charm to create a number of brand new Royal Warstriders equal to the number of individual parts that were damaged, or similar feats of broken-ness.
