Russian President Dmitri Medvedev (file)The U.S. and Russia presidents are scheduled to meet for the first time Wednesday on the sidelines of the G20 summit in London. The new Kremlin leader comes to the meeting with a record of policy initiatives that have swung between belligerent threats against the West to offers of cooperation with Washington. Writing in The Washington Post on the eve of his first meeting with President Barack Obama, President Dmitri Medvedev says there are many possible areas of Russo-American cooperation. He says they include disarmament, Afghanistan and global finance.  

But recently, Mr. Medvedev announced a strategic rearmament plan and offered Kyrgyzstan a $2 billion aid package that has complicated the U.S. supply effort in Afghanistan.  Russia has also threatened to counter a proposed U.S. missile defense system in Central Europe by stationing its own Iskander missiles, near Poland, and has refused to rule out the sale of ground-to-air missiles to Iran. 

Fyodor Lukyanov,, chief editor of Russia in Global Affairs, says Moscow's apparent policy swings represent an attempt to strengthen its position in the U.S.-Russia dialogue. Lukyanov says one of the contentious issues on the London agenda is likely to be the proposed American missile defense system in Central Europe. The Bush and Obama administrations have insisted the system is aimed at Iran, but Moscow perceives it as a threat to Russia. 

Lukyanov says the Iskander deployment threat was a rhetorical warning,, which no one really planned to carry out - all the more so because Central European deployment of the defense system does not appear to be an Obama administration priority for the coming years and will,, therefore, lose focus as an issue.  

Lukyanov says the question of Ukrainian and Georgian NATO membership - a matter of major concern to Moscow - can be diffused if the Obama administration downgrades priorities accorded to Kyiv and Tbilisi. He says the United States will never recognize a Russian sphere of influence in those countries.

Dmitri TreninDmitri Trenin,, the director of the Moscow Carnegie Center,, notes that a majority of Ukrainians oppose membership in NATO. But he says many Ukrainians and others in Central Europe consider Russia to be a frequent historic aggressor,, which NATO can defend against. Trenin says the Kremlin also creates mistrust in Ukraine, where - as he puts it -Russia is often its own worst enemy. 

Trenin says he thinks official and semi-official Russian actions and words that question the stability of Ukraine, its borders, and the existence of the Ukrainian state do not strengthen the position of Russia, and in the final analysis do not lead to development of peaceful, civilized relations between the two countries. 

Sergei RogovSergei Rogov,, the director of the USA-Canada Institute at the Russian Academy of Sciences, says the prospect of NATO missiles in Ukraine concerns Russia no less than Soviet missiles in Cuba nearly 50 years ago troubled the United States.  

Rogov says Iran already has missiles that can reach Russian territory and notes Moscow does not want that country to get nuclear weapons, though he doubts Iran is developing them. He says Russia agrees with the United States on most Iranian issues, but was opposed to the Bush administration's call for economic sanctions against Tehran. 

Though he insists Iran's nuclear program is for civilian purposes, Rogov notes the importance of a new U.S.-Russian Strategic Arms Limitation Treaty, or START, to prevent nuclear arms proliferation,, particularly in Iran and North Korea. The current START treaty - a 700-page document - expires in December. 

Rogov expresses concern that President Obama's START team has not been organized,, which means the U.S. does not yet have a negotiating position. He cautions that there are big and unprecedented problems in signing a new treaty within six months because of the complicated military and technical matters involved. 

In recent months, Russian leaders have denounced what they say is a unipolar world dominated by the United States. Dmitri Trenin says this does not mean that Kremlin leaders have any illusions that Russia can match American military and economic power. Nonetheless,, he says Russian leaders felt the Bush administration did not treat them as equals.

"At this time, Russian leaders would like more attention from President Obama and also more understanding of Russia's interests and its role in international affairs,," Trenin said.  

Russian observers expect the United States to downplay human rights issues. 

Fyodor Lukyanov says the reason is the Obama administration has inherited many difficult problems and must take a pragmatic approach toward solving them. The observers say Presidents Obama and Medvedev also appear to be pragmatists who are not likely to develop the close personal ties that characterized relations between Presidents Reagan and Gorbachev or Bush and Putin.

Scene at Iran protest rally in New York, 26 Jun 2009Human rights activists rallied in New York City Friday night in support of election protesters in Iran,, saying they would keep up international pressure on the Tehran government for as long as necessary.

More than 300 activists and opposition supporters, many sporting green bracelets, scarves and headbands and holding green ballons,, gathered at the edge of New York's Central Park during a heavy rain storm. Larry Cox,, of Amnesty International,, one of the rally organizers,, said they were there to show their solidarity with the people of Iran. "We are going to stand in solidarity with those people now and for as long as it takes for them to win the fight for freedom and dignity and human rights,," he said.

He urged the Iranian government to listen to "the courageous voices of their own people."

Shala, a woman in her 40s, who stood defiantly under an umbrella,, urged the world to take action to stop further violence against protesters in her motherland. "This is not about politics anymore, everyone knows that. It is about human beings. They are slaughtered every second in my country and nobody is doing anything!," she said.

Hadi Ghaemi,, director of the International Campaign for Human Rights in Iran, told the rally the time has come for accountability. "For too many years, the government of the Islamic Republic of Iran has gotten away with impunity,," he said.

But the majority of the people in the crowd were there to feel a connection with their friends and relatives in Iran,, like this woman, who did not want to give her name. "I am here to feel united with the people who are being killed in my country. To share the sorrow that they are having by losing their children,, and the tolerance they are assuming all these 30 years that I have been outside of Iran. I would like to tell them that I am with them and I think of them and I am as upset as they are,," she said.

The street demonstrations that initially took place nearly every day in Iran following the disputed election have largely subsided due to a heavy police presence. But the demonstrators in New York said they would continue holding rallies for as long as necessary.

South Korea has formally inaugurated new training and orientation centers for North Koreans who have fled their country. The centers are a part of a dramatic expansion of South Korea's efforts to help North Koreans deal with the jarring adjustment to capitalist life and political freedom.

South Korean Unification Minister Hyun In-taek applauded Friday's opening of three new centers for helping North Korean refugees make the stark transition to their new lives as South Korean citizens.

He says more than 15,000 North Koreans have defected to the South. Government and all of society need to be concerned about the defectors,, he adds, because the matter has become very important.

Most of the North Koreans who now live in the South fled their country beginning in the mid-90s,, due to political repression and severe food shortages brought on by North Korea's economic mismanagement. Most of them cross the northern border into China,, and make a dangerous and illegal journey to South Korea.

By law,, they are automatically South Korean citizens upon arrival. However,, adjusting to everyday life South Korea's fast and intensely competitive capitalist system is a source of traumatizing culture shock. Some defectors turn to addictive behaviors like drug use and gambling, while others resort to crime.

Until now, new North Korean arrivals have received three months of orientation at a facility called "Hanawon." Now,, the Hana centers will provide them with an additional three weeks of attention. Hu Young-chol directs one of the centers,, in the South Korean city of Daegu.

He says the centers will focus on giving the defectors practical local information related to finding a job.

The centers aim to teach basic job-seeker skills such as preparing a resume,, and interviewing procedures.

Lee Hae-yung,, the director of the Seoul-based Association of North Korean Defectors,, arrived in South Korea years ago. He says the new centers are a welcome investment.

He says back when he emerged from Hanawon,, he still did not even know how to open a bank account, and had a lot of difficulty finding employment. The Hana centers, he says,, will be very helpful in getting defectors to adapt.

Thirteen more Hana centers are expected to open around South Korea in the next two years.

U.N. Secretary-General Ban Ki-moon says he will head a new task force to tackle the global food crisis that is plunging tens of millions of people into poverty and hunger. He is calling for international donors to urgently fund a three-quarter-billion-dollar shortfall by the World Food Program. The appeal follows a two-day U.N.-sponsored meeting in the Swiss capital,, Bern,, aimed at finding measures to deal with soaring food prices. Lisa Schlein reports for VOA from Geneva.

U.N. Secretary-General Ban Ki-moon says participants at the emergency meeting discussed concrete measures to feed the hungry. He says the dramatic escalation in food prices worldwide has evolved into an unprecedented challenge of global proportions. He says it has become a crisis for the world's most vulnerable,, including the urban poor.

Mr. Ban says governments must urgently contribute $755 million to the World Food Program.

"Without full funding of these emergency requirements,, we risk again the specter of widespread hunger,, malnutrition and social unrest on an unprecedented scale,," he said. "We anticipate that additional funding will be required."

U.N. officials believe 100 million people have been driven into poverty and hunger because of skyrocketing food prices. The World Food Program says it cannot afford to buy food with the money it has. For example,, it notes the price of a metric ton of rice has more than doubled since March.

WFP director Josette Sheeran says the agency has received $471 million in pledges.

"We only have 18 million of that cash in hand,," said Sheeran. "And,, so this becomes urgent because we cannot procure the food until we have the cash in hand and so we are bumping into a real urgent time frame of needing to get these commitments in as soon as possible so that we can keep these programs whole and we are getting stretched across the globe where we cannot do so."

World Bank President Robert Zoellick says this crisis will not be over once the emergency needs are addressed.

"The International Community needs to come in to working together to respond with policy initiatives so that this year's crisis does not become a generation's fact of life," he said. "Already, hunger and malnutrition are the underlying causes of death of over 3.5 million children every year,, robbing the future potential of many millions more."

Increasing food prices are not the only problem afflicting the poor. The United Nations says farmers in developing countries are planting less and producing less because of the escalating cost of fertilizer and energy. It says efforts must be made to support these farmers.

The task force chaired by Secretary-General Ban will be made up of various heads of U.N. and international agencies, including the Food and Agriculture Organization,, UNICEF and the World Bank. The group will explore ways to bring down the cost of food and increase agricultural production in poor countries.
