Gretel is amazing.
Pre-Upheaval, on Twidelin
Magic was forcibly suppressed. Now long forgotten, they are the ancients of the world and their lore has been handed down as myths: as song, story and art.

What's the level 1 fodder for level 1's? Urgh.
Refugees: handle magic items, not produce them.
Refugee 'camp' is actually small city slums: with all sorts of people, not just refugees and social workers. And with a population of several hundred thousand adults. (Athens having two million or so!)
Evil-aligned people are allowed into Athens: first because of the prohibitive cost (?) of detecting evil, and second because of plot holes.
