PIS is when the plot or writer ignores or forgets a character's abilities or simply writes them as "dumb" with no cause or reasoning.
And in turn, the said character performs at a pathetic level compared to when he/she is written properly.
An example of PIS is the Flash. Without PIS, the Flash would triumph in a single panel, rendering a comic series pointless and uninteresting.
