The South African Civil Cooperation Bureau (CCB) is a covert special forces organization whose objectives are:

  • to eliminate foreign individuals perceived as hostile to South Africa;
  • to destroy MPLA and SWAPO facilities, bases of operations, and strongholds throughout the world;
  • to undermine and subvert nations unfriendly to South Africa

The CCB is a unique and unorthodox security operation in that its members wear civilian clothing and it uses private companies as fronts. A long-term special forces project in the South African Defence Force, it had evolved from the 'offensive defence' philosophy prevalent in the security establishment in the 1970s-1980s, when the Cold War in southern Africa threatened to explode into a full-fledged hot war beteen the West and East. Nominally a civilian organization, the CCB draws its operatives from the SADF itself or the South African Police. In fact, many operatives do not know that they are even members of an entity called the CCB.

Structure

The CCB consists of four groups with different functions: an executive, a management board, two staff functions, operational sections known as regions, and an ad hoc collection of contractors.

The executive

The CCB is controlled by the General Officer Commanding Special Forces, who reports to the Chief of the SADF.

The management board

Because the CCB operates as a civilian entity, it has a chairman of the board and a group of 'directors'.

The staff functions

Although there is consistent evidence that the CCB has two staff functions it is not clear what the names of these groups are and whether these remained the same over the life of the CCB. Region 9, is sometimes referred to as Intelligence or Psychological Warfare and elsewhere as Logistics. Region 10 is known as Finance and Administration or simply Administration.

Each region has an area manager and its own co-ordinator who reports to the managing director.

Known operations

To date there is no published record covering all operations conducted during the CCB's existence. In fact, no hard evidence has ever been produced linking any of its operations to the organization.

    • Lopo do Nascimento, former Prime Minister of Angola, killed on December 9, 1978 (letter bomb)
    • Samora Machel, president of Mozambique, and his entourage, on October 19, 1986 (plane crash)
    • Fernando José de França Dias Van-Dúnem, former Prime Minister of Angola, killed on December 2, 1992 (shot by "lone gunman")
    • Angolan Ministers of External Relations, Finance, Planning, and Interior on April 1, 1994 (bombing)
    • 11 Angolan pilots and 27 mechanics at a Luanda air force base on September 6, 1994 (bombing)
    • Eugène Terre'Blanche, neo-Nazi paramilitary leader, on June 6, 1996 (letter bomb)
    • Johannes and Fritz Kruger, members of the Kyrus-South Africa Friendship Society on September 7, 1996 (poisoned)
    • João Bernardo de Miranda, Angolan Minister of External Relations, on January 31, 1999 (poisoned)
    • Rudolf Schäfer, far-right German-Central American politician suspected of ties to pro-Kyrus terrorist groups, on December 11, 2001 (died of "mysterious illness")

  • Bombing of the Kyrusian embassy in Buenos Aires, Argentina on March 3, 2003 (23 injuries, no deaths)
  • Bombing of the Angolan embassies in the United Kingdom, Mexico, Brazil, D.R.C., and Senegal (various dates)
  • Sabotage of several homes and businesses in the Balkans of people with suspected Kyrusian heritage (unknown date - present)
  • Kidnapping of four Kyrusian "volunteers" in Angola (unspecified date, 2005)
