Maintenance Time!

There's a LOT of users that aren't contributing at all...(not like there's many). We need to at least take away Bureaucrat status away from the non-contributors (4, I think). Ask if they're ever gonna edit, and then take them away. Thanks. Mr. M _T^C_{Cragley ho!}

For example, User:Freekhenstra. He made 1 edit on his user page: "Hello, I'm Freekhenstra". on May 10. Im pretty sure he wont be coming back.
