[edit] Federated Clans of Taigh
[edit] Overview
The Federated Clans of Taigh, or simply the Federation of Taigh, exists as a small, sparsley-populated nation in western Europe. Taigh has recently rescinded a long-standing policy of isolationism and has begun to integrate itself into the regional economy, with its most profitable industry being Arms Manufacturing.

[edit] Politics
[edit] The Clan Republic
The Clan Republic is a form of federal, republican government that is unique to Taigh. The nation is broken up into 35 different cantons, each of which is controlled by a specific clan. Each clan has the right to create its own bylaws within the canton, provided that those laws are in keeping with the Federal Constitution. Every Taighan citizen is a member of one of the 35 clans, and has voting rights only in his or her own clan's canton. Everyone over the age of 18 is required to vote in Taigh.
[edit] Intra-Clan Politics
The Clans of Taigh are ruled in the traditional patriarchal sense. The patriarch of a clan acts as the Head Executive of his canton. The patriarch serves for life, and is succeeded by his firstborn child upon his death. While it is possible for a woman to become matriarch of a clan, there have been only a handful of these instances since Taigh gained its independence from Great Britannia in 1707. The patriarch must answer to the High Council and the Federal Chancellor, and the national laws and Federal Constitution are considered superior to the regional bylaws that a patriarch may impose. Each canton also has its own Advocacy court system. The Advocates are appointed by the Clan Patriarch and serve for life.
[edit] The High Council
The High Council is made up of 350 freely elected representatives, 10 from each canton, in a unicameral legislature. The High Council is presided over by the Federal Chancellor. The High Council acts as the legislative body of Taigh, writing bills and passing them through the legislative approval process. Once a bill has been approved by the High Council with a simple majority, the bill moves to the High Chancellor, who can either sign it into law or deny the bill. If a bill is denied, the High Council can override the denial with a 2/3 majority. The High Council also approves all of the Federal Chancellor's appointments
[edit] The Federal Chancellor
The Federal Chancellor is the Head of Government and Chief of State of the Federation of Taigh. He signs bills into law and acts as the commander-in-chief of the Taighan Armed Forces. He also appoints cabinet positions, along with the special office of Advocate General.
[edit] Election of the Federal Chancellor
The Federal Chancellor is not elected to his office per say; that is, the people of Taigh vote a certain clan in as Head of Government. The patriarch of that clan is then appointed Federal Chancellor, barring incompetence or impeachment, in which case the closest able-bodied person to the patriarch in the clan's bloodline assumes the title of Federal Chancellor. The elections of the Federal Chancellor take place every 5 years, and all 35 clans are eligible each time. However, the ruling clan needs to get a plurality of cantons; in other words, a clan cannot be elected as Head of Government simply because it controls the most populous canton.
[edit] The Advocate General
The Advocate General is the most supreme judge of the High Advocacy, the Federation's highest court. The Advocate General appoints the other 10 members of the High Advocacy, who are known as the Lower Advocates. All 11 members of the High Advocacy serve for life. The High Advocacy rules on cases which it believes to be of national importance. THe High Advocacy also imterprets the laws of Taigh and makes sure that none of them violate the Federal Constitution.
[edit] The Federal District of Ayr
To prevent clan corruption in the nation's capitol, the city of Ayr is not affiliated with any specific canton. Instead, it has been declared a Federal District. The city is headed by a governor who is appointed by the Federal Chancellor. The Governor of Ayr serves for a term of five years, at which point the Federal Chancellor either renews his appointment or chooses someone else. The High Council has the ability to impeach the Governor of Ayr if he is convicted of a felony, treason, or mental incompetence.
[edit] Military
[edit] Taighan National Military
The Taighan National Military, overseen by the Taighan Defense Councilor, currently stands at approximately 150,000 men, with more joining every day. The national draft that was planned at its creation was never implemented; apparently, the desire of many Taighans to "get off the farm and see Europe" was far too strong. The TNM currently consists of an Army and a Navy. The Army contais 125,000 men, with the remaining 25,000 going into the Navy. There is also a burgeoning Air Force being created. Once all three branches are fully operational, the TNM will begin establishing overseas military bases.
[edit] Taighan Paramilitary
Every Taighan clan maintains its own small paramilitary force of approximately 500 members. These forces are trained in a military nature, but are normally utilized to assist the police in extreme situations. However, due to their high amount of training, they are a small but effective force overseas as well. Much of the equipment utilized by these forces is acquired from Caledonia Arms, who provides supplies at a slashed rate to the Taighan Paramilitary Forces. These troops are also the last line of defense if Taigh is ever invaded. There are about 17,500 paramilitary troops in Taigh.
[edit] Paramilitary Alliances
Some clans in Taigh join their gendarmies together to form paramilitary alliances known as Brigades. Foremost among these is the Highland Brigade, composed of the MacDonald, Whalen, and O'Callahan units. The Highland Brigade is the most highly trained paramilitary force in Taigh. If there is ever an overseas job to be done, the Highland Brigade is just the band of crazies that you will need to carry it out.
[edit] Abbreviated History
When Gunnar the Conqueror swept through the lands of what is now Gunnlandia and established his kingdom, many settlers continued to push past he eastern border even after the power in the kingdom had been consolidated. However, once they crossed the highlands on the eastern border of what is now Taigh, they found themselves trapped by the harsh snows of the winter. They continued to push on until they reached the more fertile plains and grasslands of the east. It was here that the first Taighan clans emerged. For the next 1200 years, the nations of Gunnlandia and Taigh would evolve in radically different directions, and yet be linked by certain traits of their common ancestry.
Taigh would even spend a brief time as a colony of Great Brittania after High King Edward the Gale (Or Edward the Foolish, as he came to be known) signed a treaty with the King of Great Britannia in 1682, giving the British King recognition as supreme Head of State in Taigh. However, because of Taigh's extreme location, the Taighans still enjoyed an almost complete state of autonomy, and the Brittans soon severed their ties with the strange Scottsmen in 1707.
[edit] People
Taighans are, in a word, odd. They speak with an accent very similar to that of their Gunnish neighbors, yet they dress nothing alike; Taigh is simply too cold for the traditional Scottish kilts and such. As a result, many Taighans dress in large wool overcoats and thick hats and scarfs. Many Taighans are still farmers and ranchers in the highlands where the first settlers came over, the chief product being Taighan mountain goat milk (most Taighans actually prefer goat's milk to cow's milk). Most Taighans live in small country villages, but there are some major cities that are controlled by the more powerful clans. The Taighans that inhabit the cities are not so different from their rural brethren, and spend the majority of their free time out-of-doors. This is because of the fact that, in Taigh, the country begins where the city ends; there is no such thing as suburbia.
