New rules:

• 342, is now a rule. It sets EST as the standard time for Nomicapolis. (AWARDS: Simulacrum +10, TomFoolery +5, Dayd +5)
• 345, passed, transmuting rule 338 to immutable status. (AWARDS: Applejuicefool +10)
• 346, a proposal requiring proposers to vote for their proposals. (Applejuicefool +10, Dayd +5, Mike Rosoft +5)
• 354, a proposal to create the position of Scorekeeper. (Dayd +10, Tucana25 +5)
• 351, a proposal to clarify the meanings of "vote". (chuck +10, Dayd +5, tucana25 +5)

A non-rule proposal has been made to elect a Scorekeeper per 354.
