When a proposed rule-change may be voted on, the player who proposed the rule-change must cast at least one vote (or as great a fraction of one vote as the rules allow) in favor of that rule change.

Should the proposer of a rule cast a vote (or any fraction thereof) on that rule other than "FOR", that vote will be invalid and will not count toward the outcome of the ballot; in addition, 10 points shall be deducted from that player's score.

Should the proposer of a rule fail to cast at least one vote (or as great a fraction of one vote as the rules allow) regarding that rule before the end of the voting period, 5 points shall be deducted from that player's score.
