I still think we need to define what happens if the game becomes unplayable and it's impossible to start a new "round of play" with the existing ruleset, but first we need to restore the core of this rule as an immutable rule that governs all other rules. It's probably dangerous to have a mutable rule that states that players need to obey the rules; I'll propose transmuting this back as soon as it passes (if someone else doesn't do so before I get to it) | ||

Proposer's summary and declarations
I'm dropping the language about the initial set as it's irrelevant. I still think we need to define what happens if the game becomes unplayable and it's impossible to start a new "round of play" with the existing ruleset, but first we need to restore the core of this rule as an immutable rule that governs all other rules. It's probably dangerous to have a mutable rule that states that players need to obey the rules; I'll propose transmuting this back as soon as it passes (if someone else doesn't do so before I get to it)
