Earlier this year, I had the pleasure of making the acquaintance of Mr. Zheng Bijian, Chair of the China Reform Forum, who over some decades has been a counselor to China' leaders. We have spent many hours in Beijing and Washington discussing China' course of development and Sino-American relations. It has been my good fortune to get to know such a thoughtful man who has helped influence,, through the Central Party School, the outlook of many officials during a time of tremendous change for China.
This month,, in anticipation of President Hu' visit to the United States, Mr. Zheng published the lead article in Foreign Affairs, "China' peaceful Rise?to Great Power Status." This evening, I would like to give you a sense of the current dialogue between the United States and China by sharing my perspective.
Some 27 years ago, Chinese leaders took a hard look at their country and didn抰 like what they saw. China was just emerging from the Cultural Revolution. It was desperately poor,, deliberately isolated from the world economy, and opposed to nearly every international institution. Under Deng Xiaoping, as Mr. Zheng explains, China' leaders reversed course and decided "to embrace globalization rather than detach themselves from it."
Seven U.S. presidents of both parties recognized this strategic shift and worked to integrate China as a full member of the international system. Since 1978, the United States has also encouraged China' economic development through market reforms.
Our policy has succeeded remarkably well: the dragon emerged and joined the world. Today, from the United Nations to the World Trade Organization, from agreements on ozone depletion to pacts on nuclear weapons,, China is a player at the table.
And China has experienced exceptional economic growth. Whether in commodities, clothing, computers, or capital markets, China' presence is felt every day.
China is big, it is growing, and it will influence the world in the years ahead.
For the United States and the world, the essential question is ?how will China use its influence?
To answer that question, it is time to take our policy beyond opening doors to China' membership into the international system: We need to urge China to become a responsible stakeholder in that system.
China has a responsibility to strengthen the international system that has enabled its success. In doing so, China could achieve the objective identified by Mr. Zheng: "to transcend the traditional ways for great powers to emerge."
As Secretary Rice has stated,, the United States welcomes a confident, peaceful, and prosperous China, one that appreciates that its growth and development depends on constructive connections with the rest of the world. Indeed, we hope to intensify work with a China that not only adjusts to the international rules developed over the last century, but also joins us and others to address the challenges of the new century.
From China' perspective, it would seem that its national interest would be much better served by working with us to shape the future international system.
If it isn抰 clear why the United States should suggest a cooperative relationship with China, consider the alternatives. Picture the wide range of global challenges we face in the years ahead ?terrorism and extremists exploiting Islam, the proliferation of weapons of mass destruction, poverty, disease ?and ask whether it would be easier or harder to handle those problems if the United States and China were cooperating or at odds.
For fifty years, our policy was to fence in the Soviet Union while its own internal contradictions undermined it. For thirty years, our policy has been to draw out the People' Republic of China. As a result, the China of today is simply not the Soviet Union of the late 1940s:
It does not seek to spread radical, anti-American ideologies.
While not yet democratic, it does not see itself in a twilight conflict against democracy around the globe.
While at times mercantilist, it does not see itself in a death struggle with capitalism.
And most importantly,, China does not believe that its future depends on overturning the fundamental order of the international system. In fact, quite the reverse: Chinese leaders have decided that their success depends on being networked with the modern world.
If the Cold War analogy does not apply, neither does the distant balance-of-power politics of 19th Century Europe. The global economy of the 21st Century is a tightly woven fabric. We are too interconnected to try to hold China at arm' length, hoping to promote other powers in Asia at its expense. Nor would the other powers hold China at bay, initiating and terminating ties based on an old model of drawing-room diplomacy. The United States seeks constructive relations with all countries that do not threaten peace and security.
So if the templates of the past do not fit, how should we view China at the dawn of the 21st Century?
On both sides, there is a gulf in perceptions. The overwhelming priority of China' senior officials is to develop and modernize a China that still faces enormous internal challenges. While proud of their accomplishments, China' leaders recognize their country' perceived weaknesses, its rural poverty, and the challenges of political and social change. Two-thirds of China' population ?nearly 900 million people ?are in poor rural areas,, living mostly as subsistence farmers, and 200 million Chinese live on less than a dollar a day. In China, economic growth is seen as an internal imperative, not as a challenge to the United States.相关的主题文章：

Though they stand on opposite sides of a political divide, the Republican president and the Democratic senator from New York are sharing the honor for a sixth straight year,, according to a USA Today-Gallup poll.
They didn't win by much. Oprah Winfrey and Clinton's husband, former president Bill, were right behind.
When people were asked to name the man they most admire, 10 percent picked Bush, his lowest figure in the seven years he has been president. Bill Clinton got 8 percent,, while Nobel Prize winner and former Vice President Al Gore had 6 percent and Illinois Sen. Barack Obama, a presidential hopeful, was chosen by 5 percent.
Whoever is president has won the most-admired title every year since 1981.
Sen. Clinton, a presidential hopeful who leads in many polls,, was named by 18 percent as the most-admired woman, the 12th time she's been in the top spot. Talk show host Winfrey came in a close second with 16 percent. First lady Laura Bush and actress Angelina Jolie were each selected by 3 percent.
The poll, released Wednesday, asked participants an open-ended question, allowing them to respond with any names that came to mind. The rest of the votes were spread among a wide variety of government figures,, movie stars, friends and relatives. Queen Elizabeth II was in the top 10 for a record 41st time.
The poll of 1,011 adults was taken between Dec. 14 and 16.

Israeli police have banned the latest settler protest against next month's planned pullout from the Gaza Strip. The move comes amid a political storm over a so-called "death curse" declared against the prime minister.
Jewish settlers hoped to bring 70,,000 supporters to march on the Gush Katif settlement bloc in Gaza,, in a last ditch attempt to stop the Israeli pullout that is due to begin in mid-August. But police banned the demonstration,, which was set for next week,, saying they will block any attempt to torpedo the withdrawal. Police banned another mass demonstration earlier this month and the protest fizzled. The settlers say the ban is anti-democratic.
"This is very dangerous for the country,," said settlement activist Israel Meidad. "The right of free expression,, the right to demonstrate,, the right of assembly is sacred."
Under Prime Minister Ariel Sharon's disengagement plan, 21 Gaza settlements will be dismantled along with four more in the West Bank. More than 9,,000 settlers will be removed from their homes.
With settler protests failing to stop the pullout,, a small group of Jewish extremists has decided on more drastic action. Twenty men dressed mostly in black held a mysterious religious ceremony and imposed a "death curse" on Mr. Sharon.
The ritual set off a storm of condemnation across the political spectrum. Shlomo Riskin is the head rabbi at the Jewish settlement of Efrat near Bethlehem.
"It's built on superstition and voodoo. It has nothing at all to do with Jewish Law,," he said. "It's a very hateful act done by individuals who believe that they can curse other individuals and thereby blot them out of existence."
While it may be superstition,, Israelis fear the death curse could inspire Jewish extremists to take the law into their hands. A similar curse was imposed on the late Prime Minister Yitzhak Rabin shortly before he was assassinated by a fellow Israeli in 1995.

The deadline for the U.S. federal government for to move Katrina evacuees out of shelters has passed. Some have gone to trailers or temporary housing,, but a large number of them are still living in hotels,, costing the government, and taxpayers, $4 million a day. In the two months since Hurrucane Katrina hit, the U.S. government has spent about $220 million on hotel rooms for evacuees.
Chris Voss, who works for the Washington D.C. arm of the Federal Emergency Management Agency, which has been helping evacuees who came to the area get jobs and supplies,, says more permanent housing can be a lower priority, "In the immediate aftermaths of a disaster, a lot of times it's like, 'hey let's get (th)em a roof over their head later,' and let's obviously at the same time,, while dollars are a factor, we'll try and find a way to reduce the costs to whoever may be paying the bill later,," he said.
So, according to the Red Cross,, some 200,000 people continue to live in hotels.
The Travelodge motel in Washington, D.C., currently houses 10 evacuees. Carl Shapiro, the manager, says Travelodge wanted to help the evacuees and agreed to give them rooms at 60 percent off the normal rate.
"I'm not saying that we don't look at the money end, but if you look at the rate,, we give them a free hot breakfast,, two and three to a room...I don't know if you could say that I'm taking the difference to the bank," he said.
For some hotels, evacuees provide a financial lift. For others, they mean lost business: corporate guests would pay more than what the Red Cross,, and ultimately the federal government, pays for a room.
Hotel managers also say housing evacuees costs more,, including money spent on power, water and free breakfasts.
Maurice Junior, who had lived in New Orleans' Algiers section, now stays in Mr. Shapiro's Travelodge and recently got a job as a cook at a nearby hotel. He says the motel is much better than terrible conditions in a shelter, but still, he would like an apartment of his own. "My own apartment, a house. It doesn’t matter. (As) long as I got a roof over my head," he said.
He's had no contact with friends or family and does not know the condition of his home. He says government officials have been very helpful and that he plans to stay and live in Washington D.C.
He says he’s starting over, "What am I going to go back to? I'd rather start over. Get away from your past. You're in another state,, completely changed. Changed your environment so you might as well change yourself."
FEMA's Chris Voss says he thinks others continue to stay in hotels because they are waiting to move back home, a process that has been slowed by the enormity of the disaster. "When you lose an entire city, you've also lost the economy of an entire city, and because there are not jobs that these people can immediately move back to, and because the immediate areas just couldn't support that overflow, setting up those trailers or having people back in the immediate area is not going to suffice either,," he said.
To move people into affordable housing, the government has set up a rental assistance program of $786 a month. Some evacuees say that is not nearly enough to pay rent in the more expensive cities, and in some states, the waiting list for affordable is long. They government has spent $1 billion on trailers for the evacuees, but the conditions in trailer parks are notoriously bad, according to some evacuees from previous disasters.
FEMA has pledged to cover the cost of hotel rooms through Oct. 24. After that, it's not clear what will happen since most evacuees are a long way from being able to rebuild their homes in the Gulf Coast Region.

Pakistan's environment is in trouble. Overworked land and decade-old drought mean forests are disappearing,, wells are drying up and deserts are spreading. Local environmentalists say solutions exist to combat desertification, but the problem is implementing them.

Forty-three year old farmer Faisal Mohammed leads his animals out to pasture just 45 minutes drive outside of Islamabad, in Punjab province. The chickens are followed by a few goats,, then half a dozen geese,, and finally a small herd of cows.
He says each cow will eat at least 20 kilograms of fresh grass. Each day his herd consumes hundreds of kilos of food and water.
It is a scene repeated throughout Pakistan every day of the week. There are hundreds of thousands of farmers and an estimated 90 million heads of livestock looking to graze.
The problem is 80 to 90 percent of Pakistan's land area is considered arid or semi-arid. Finding enough food and water for all those animals is a constant struggle.
Local environmentalists say overuse and a decade-long drought in the south,, mainly in the farming provinces of Sindh and Baluchistan, are causing desertification. Rivers and forests are disappearing while vast dry lands are growing.
"When there is drought,, as well as over-exploitation,, it leads to poverty. And poverty again leads to over-exploitation which worsens the problem of desertification," said Maqsood Ahmed,, a senior scientific officer for the Pakistan government's Agricultural Research Council. "It is a vicious cycle."
He says overgrazing has compromised soil quality to the point where crop production is down by 85 percent in some southern agricultural areas.
Compounding the problem, government officials say, are dwindling water resources. In the past year alone,, drought has reduced the water supply by nearly 20 percent.
Pressure on the environment translates into pressure on the population. Pakistan is seeing more and more violent conflicts erupt over dwindling natural resources.
Government troops were forced to intervene in June after rival villages clashed over water supplies in the country's rugged tribal area near the Afghan border. Officials say that at least 14 people were killed before order was finally restored.
Local environmentalists say they have a plan to reverse Pakistan's desertification - which includes simple solutions like basic reforestation and getting farmers to plant new, more eco-friendly crops that need less water to grow.
Tanveer Arif,, the president of Pakistan's Society for Conservation and Protection of the Environment, says one of the main challenges is not developing policies but convincing local farmers to alter their behavior.
He says that would include using more water- efficient irrigation systems, switching to cattle breeds that produce more milk on less feed and introducing crop varieties that can grow in dry land.
But even if farmers were keen to change their ways, Arif says, they don't have the money to do so.
"Actually it's a problem of financial resources because dry-land agriculture is a very risky business, and no financing institution, like an agricultural development bank, is ready to work with risky farmers, and there is no crop insurance system in Pakistan,," he noted.
Arif says that brings us to the next problem,, which is political action. He notes that, while the Environment Ministry has developed dozens of new strategies for combating desertification, they are not being implemented because of competing policy priorities like security, education and job creation.
"Somehow these policies are not being integrated in the national development agenda. Maybe because we don't have a very strong lobby in Islamabad on environmental and development issues," added Arif.
The government insists it has taken note. The Ministry of the Environment recently announced a new $17-million partnership with the United Nations to help protect the environment. The project will develop dozens of new education centers to help convince local farmers to adopt new technologies.
Environmentalists say such steps need to be taken quickly to prevent a disaster.
Pakistan, which had a population of around 35 million in 1950, now has more than 160 million people packed inside its borders and the pressure on its fragile environment is mounting.

Brokeback Mountain,, a story of hidden love between two rugged cowboys,, received four Golden Globes,, including one as best film drama.
The gay themed film breaks new ground for a large-scale Hollywood production. Ang Lee, named best director for the film, said this has been an amazing year for American movies.
"So I just want to give my first thanks to my fellow filmmakers for strengthening my faith in movies, in the power of movies to change the way we are thinking. Thank you,," he said.
Felicity Huffman won the Golden Globe for best actress in a drama for her role in Transamerica,, playing a transsexual man on the eve of a sex-change operation.
Philip Seymour Hoffman was named best actor in a drama for portraying writer Truman Capote in the film Capote. The movie also deals in part with the issue of sexuality, in this case, of a gay writer.
Walk the Line,, a film about country music greats Johnny Cash and June Carter, was named best musical or comedy.
Joaquin Phoenix,, who played Cash, and Reese Witherspoon, who played Carter, were honored as best actor and actress in a musical or comedy.
Witherspoon, a southerner from Baton Rouge,, Louisiana, said the movie about the romance between the country singers had a special meaning for her.
"It's about where I grew up. It's about the music I grew up listening to," she said. "So it's very meaningful, and I just wanted to thank the people who created this opportunity for me."
The Palestinian film Paradise Now was named best foreign language film. It tells the story of two Arab friends in the hours before they attempt on a suicide bombing.
Anthony Hopkins,, star of such classic films as The Silence of the Lambs, was honored with the Cecil B. DeMille award for lifetime achievement.
The Golden Globes are presented by the 80-member Hollywood Foreign Press Association,, and are watched closely because they sometimes suggest winners at the more prestigious Oscars. Those awards, presented by the Academy of Motion Picture Arts and Sciences, will be given out in Hollywood on March 5.

U.S. Secretary of State Condoleezza Rice traveled to Port-au-Prince Tuesday to talk with the Haiti's interim government about the upcoming national elections.

Traveling with a small group of congressmen,, Secretary Rice visited ,, President Boniface Alexandre, and members of the U.N. peacekeeping force, MINUSTAH. The U.S. delegation also toured a voter registration center in the capital.
In a news conference at the National Palace today, Secretary Rice said her visit was a show of support to the Haitian people during their electoral process. She urged all Haitians to work together to ensure the legitimacy of the national elections this coming November. The Haitian Provisional Elections Commission, known locally as the CEP,, has been working with U.N. officials in preparation for the vote. Major problems,, such as bad roads, lack of electricity and civil unrest,, have kept many Haitians from registering. So far, 2.6 million people have registered to vote in a country where as many as four million are eligible.
Government critics from the former ruling party,, Lavalas,, claim many of the delays and complications are intentional and aimed at excluding them from power.
But Prime Minister Latortue says the government is non-partisan,, and wants to hold open elections in which everyone can participate. He says his government is ready to welcome the next president,, and pass the reins of power to him. He says there have been some technical problems, but the government is working hard to solve them. He says the elections will be held on time and the transfer of power will take place next February.
Secretary Rice underscored the role of the international community in providing security and technical expertise to ensure free and fair elections. In her comments, she urged the Haitian people to take charge of their future, and go to the polls. "Mr. Prime Minister,, throughout history people have fought for the right to vote. There is no weapon more powerful in the hands of a citizen than the vote. And so to the people of Haiti,, I urge you to use that powerful weapon - the vote - in the days ahead," she said.
So far, there are 32 presidential candidates on the ballot. The election campaign will officially open in early October.

Suspected Taleban insurgents beheaded a school teacher late Tuesday in central Afghanistan. The murder is the latest in an apparent terror campaign targeting teachers and schools in Afghanistan.

Family members found Abdul Habib's decapitated body at home home, not far from his school in Zabul province.
Government spokesman Ali Khail says unknown assailants broke into the headmaster's house.
He says neighbors called the police after they heard Mr. Habib screaming. By the time officials reached the scene the popular teacher was already dead.
His murder is only the latest in a string of violent attacks on Afghan educators.
Posters threatening teachers have been distributed off and on throughout the past year and at least half a dozen schools in Southern Afghanistan have been set on fire.
In December, suspected Taleban gunmen in Kandahar dragged a teacher from his classroom,, killing him as his students watched from the nearby school.
In Zabul,, where Mr. Habib was assassinated Tuesday,, officials say security concerns have closed more than half the province's schools.
Officials say Taleban insurgents are in particular targeting schools and teachers that support girls' education.
When the Taleban controlled Afghanistan,, the Islamic militants claimed women's' education was fundamentally unIslamic and banned girls from going to school.
But since the Taleban regime was ousted in 2001, hundreds of thousands of girls have flocked back to schools across the country.
Afghan education coordinator for the U.S.-based International Rescue Committee,, Pilar Robledo,, says new schools are filling up almost as soon as they open their doors.
"Now when you look at our schools there is no room for the children,, the classrooms are overflowing. We cannot meet the demand,," said Ms. Robledo.
But the attacks,, she says,, are taking a toll. Rumors of Taleban abductions are scaring off prospective teachers and making it hard to staff new schools,, especially in southern Afghanistan where the Islamic militants are primarily based.
Government officials are vowing to step up their anti-insurgent operations and strengthen security for vulnerable schools.

The calls for a broader multilateral response came despite a note of caution from Washington.
US Treasury Secretary Henry Paulson was not in Sao Paulo meeting,, sending instead Treasury undersecretary David McCormick, who said only that initial talks were "very productive".
But Brazilian President Luiz Inacio Lula da Silva Sunday called for a new world financial framework to increase control over markets. The belief that markets could continue to grow without interventions has fallen like a house of cards,, he said. That is why it's necessary to create new rules to guarantee greater inclusion of emerging countries.
Emerging nations accounted for 75 percent of the global economy over the past few years. Hence,, economic debates must have a multilateral nature,, he said.

The stimulus package plan in a whole include four major components,, including large-scale government spending,, industrial restructuring and rejuvenation,, scientific research and social safety net.
Wen said the 1.18 trillion yuan will be used in projects for public welfare, technological innovation, environmental protection and infrastructure projects.
Other projects, including the 600 billion-yuan tax cut, old-age pension increase for enterprise retirees,, salary increase to 12 million teachers,, subsidies to farmers as well as an 850 billion-yuan three-year investment in health care reform were not included in the 4 trillion-yuan stimulus package, he said.
All investment plans in the massive stimulus package have been fully debated, and would be open for public supervision,, he said.
He said the stimulus package included many new projects, such as the housing projects for low-income urban residents.
"We will provide housing to 7.5 million low-income families in three years, and provide better shelter for 2.4 million who still live in shantytowns,," the premier said.
Meanwhile, he admitted that some projects in the stimulus package, such as roads and railways, were included in the country's 11th five-year development plan.
The premier also said that China has prepared plans to cope with even bigger difficulties amid the financial crisis and is ready to put forward new stimulus package at any time.
"We have prepared contingency plans to handle greater difficulties. We have prepared enough 'ammunition' and we can launch new economic stimulus policies at any time," he said.
