The Flaris Armory is actually a shop where inhabitants can come to get their armor/weapons improved. It is run by Rock Imps and has several furnaces. They proudly display Vla'nukian colors on several banners outside the shop and brag that their place is the "King's Choice for Weapon and Armor Improving by Rock Imps in Vla'nuk City next to the Khettana Torture Pits". That proves absolutely nothing, if you haven't noticed.
