Sysops are normal people. The are endowed with special rights that enable them to do incredible things, but deep inside they are the same. Despite this, they are generally portrayed as a step-up.
In Legend of the Infinite Empire Sysops are the only ones that can stop the Prince of Darkness. Each one containing a special power.
