Wreckage of car destroyed 11 Mar 2009 by roadside bomb in Mogadishu, killing a senior official and three government soldiersA roadside explosion has killed a senior security official in Mogadishu, along with at least two other people, as Somalia's parliament prepared to take up a government proposal to introduce Islamic law in the country - an effort opposed by Islamist insurgents.
The senior official killed in the blast in northen Mogadishu had served as the security chief for former prime minister Ali Mohammed Ghedi.
No one has claimed responsibility for the attack,, but Islamist insurgents have been targeting government soldiers and African Union peacekeepers in the capital.
Somalia President Sharif Sheikh Ahmed, a moderate Islamist and former insurgent leader, has been trying to get harder-line insurgent groups to support his government, with mediation from Islamic leaders.
As part of that effort,, the president has said he will move to implement Islamic law in the country. Information minister Farhan Ali Mohamed said Tuesday the cabinet has agreed.
He said such a move would help stop attacks by Islamist insurgents and that Somalia's parliament would take up the proposal.
It will be the first time that Somalia's parliament will meet in Mogadishu since the government was formed in 2004.
The parliament had been meeting in Baidoa, in central Somalia, but the town is now controlled by the Shabab group. More recently the parliament has been based in neighboring Djibouti.
The most radical Islamist faction,, and the most powerful,, al-Shabab, has rejected the government. A spokesman,, Hassan Yaqub,, said the group had been fighting to implement sharia for the past two years.
But he dismissed the current effort as a plot by the government, whose members he described as infidels, to install an unacceptable form of sharia. He urged Islamist fighters to reject the measure.
The Shabab controls much of south and central Somalia,, as well as pockets of Mogadishu, and has implemented a strict form of sharia in many of the areas.
There are signs that the Somali public,, who tend to hold moderate Islamic views, are growing frustrated with the Shabab's radicalism.
This week,, the Shabab shut down several money-wiring companies in the port city of Kismayo. The companies,, known as hawala, which transfer money to the country from the extensive Somali diaspora are a major source of income,, and there are reports that the move has encountered opposition from the public.
President Ahmed is visiting Burundi,, which along with Uganda supplies the troops for the African Union peacekeeping force in Mogadishu. While he thanked Burundi for its efforts, the presence of AU troops has encountered growing resistance from Islamist insurgents and from more moderate Islamic scholars who back the government.

Senior Wildlife Officer Geoff McClure inspects a homestead destroyed by fire near Alexandra, some 120 kilometres northeast of Melbourne, 09 Feb 2009At least 140 people have died in Australia's worst-ever bushfire disaster. Arsonists,, who are thought to have been responsible for some of the devastating outbreaks in the southern state, Victoria,, have been accused of mass murder by Australian Prime Minister Kevin Rudd. Queen Elizabeth has sent a message of condolence to families of the victims.
Cooler weather is helping the emergency effort,, as about 30 fires continue to torment communities across Victoria.
However,, there is a warning that dangerous days still lie ahead.
Victoria County Fire chief Stewart Kreltszheim says the military will provide much-needed support...
"We've also got the army moving in today and the army are going to provide us with some grunt [muscle-power], with some bulldozers and our tractors,," he said.
Towering walls of flame,, several storeys high, have destroyed entire communities,, reduced to barely more than piles of ash. To add to the loss of life, homes, churches, supermarkets and police stations have been obliterated.
Dozens of people are still missing. Survivor Wade Horton describes terrifying ordeal as the flames raced towards him...
"The smoke was coming over all day, but from what we could tell it was miles away and then walked up the front and I saw it hit the top of the mountain and within a minute it was down to the bottom of the valley and that whole valley across the other side was a wall of fire,,' he said.
New Zealand has offered to send fire fighters to relieve exhausted crews in Victoria.
Britain's Queen Elizabeth,, who is Australia's head of state, has sent a message of condolence to families of the victims and has also praised the extraordinary efforts of firefighters. The British Prime Minister Gordon Brown has spoken to his Australian counterpart, Kevin Rudd, and says that his government is ready to help,, if needed.
Mr. Rudd says that arsonists suspected of starting some of Victoria's fires are guilty of "mass murder."
As the Australian army joins the search for those missing in the fires, investigators have grave concerns about what they might find in the charred remains of homes and cars.
It has been an excruciating wait for survivors, desperate for news of relatives and friends they have not been able to contact. Doctors treating burns victims have said that some have been so badly injured they will probably die,, as Australia continues to count the heartbreaking cost of its most savage bushfire disaster.

Caroline Kennedy Schlossberg, niece of Sen. Kennedy,, addresses memorial service at John F. Kennedy Presidential Library in Boston, 28 Aug 2009The late U.S. Senator Edward Kennedy will be buried Saturday at Arlington National Cemetery near Washington.
Earlier in the day, President Barack Obama will deliver a eulogy at the liberal icon's funeral Mass in Boston.
Mr. Obama will pay tribute to Senator Kennedy's life and career, before about 1,500 people at Our Lady of Perpetual Help Basilica, a Roman Catholic church in Boston. Former presidents Jimmy Carter, Bill Clinton and George W. Bush will be among those in attendance.
Kennedy died of brain cancer Tuesday, at the age of 77.
The senator will be buried later Saturday just across the Potomac River from Washington,, in a small, family ceremony,, near the graves of his slain brothers, President John F. Kennedy and Senator Robert Kennedy.
Vice President Joe Biden was among the speakers who honored the legendary lawmaker at a three-hour "celebration of life" Friday night in Boston. An honor guard stands at the casket of Senator Edward Kennedy at the John F. Kennedy Presidential Library in Boston, 27 Aug 2009Biden says his fellow Democrat persuaded him to keep his office after his wife and daughter died in an automobile accident. The vice president says Kennedy's character was an inspiration.
"He constantly renewed my faith and optimism in the possible. I never once saw your father with a defeatist attitude. I never saw him petty. I never saw him act in a small way. And as a consequence,, he made us all bigger," said Biden.
Republican Senator Orrin Hatch,, who was one of Kennedy's fiercest political opponents,, was also one of his best friends. The senator from Utah said, "It is a great honor for me to be here with you today, to talk about a man I have so much regard for, so much reverence for, with whom I have done battle for 33 years,, and have enjoyed every minute of it."
The late senator's nephew, Joseph P. Kennedy, a former congressman, says his uncle taught him to fight tirelessly to help people in need. The former congressman said,, "He was always there. He was telling me,, 'Never, ever,, ever, ever,, ever give up. You stay in the race.'"
Mourner offers salute while standing near flag-draped casket of Sen. Edward M. Kennedy as he pays his respects at John F. Kennedy Presidential Library, in Boston, 28 Aug 2009 An estimated 50,000 people filed past Senator Kennedy's flag-draped coffin Thursday and Friday in Boston to pay their last respects.
