The Empire produces almost half of the food consumed throughout the Rift. The cast majority of the population lives in fairly meager conditions, but a spectacular system of welfare insures that no one drops bellow that point. The laws are quite fair but swiftly and severely enforced. Multiple families or clans rules individual areas, and are constantly in conflict with each other in an attempt to seize power. The Emperor tolerates and even encourages such competition, so long as the populace is not harmed.
