Believed to be the first kindred to claim domain over the kindred population of London, some time in the 11th century. He is also responsible for the first declaration of an Elysium in London, an area on the west side of Wood Street, which is now part of the larger Square Mile Elysium.

A strong proponent of the "independence" of London, Stephen travelled voluntarily to meet the Imperator of Albion at the end of the 11th century, and knelt before him and paid homage. The Imperator was satisfied with this statement of loyalty and did not interfere in London affairs during his reign. Stephen seems to have turned the kindred of London against him with this act, and he did not long survive the fall of the Imperator.
