This has become an important quest of knowledge for me because at the age of three years old, my eldest son developed the very same problem. I sware even one doctor tries to tell me it is growing pains, I'm going to kick that doctor in the knee and ask him/her if it is growing pains he/she is feeling! A weakness in the muscles controlling movement of the foot can lead to drop foot, stemming from foot injuries incurred or neurological conditions. Severity of the condition can range from having a loss of control of upward movement to full paralysis resulting in a complete inability to lift the foot.
