Preamble

This bill ensures the right of all law-abiding citizens to own firearms.

Article II. Licensing

Clause 1. Sale of firearms

Section a. Retailers who sell firearms will be required to obtain a license from the national government in which they located. The license to sell a firearm will be renewed annually for a fee of $100 libers. Selling a firearm without a proper license will be prosecuted as a felony, and the retailer will be barred from obtaining a proper license in the future.

Section b. At the time of sale of the firearm, the serial number of the firearm and the name of the purchaser and their license number will be placed into a regional database.

Section c. A 20% sales tax will be applied to all firearm sales. The proceeds from this tax will be applied to firearm safety classes and awareness.

Clause 2. Purchase and possession of firearms

Section a. Before purchasing a gun, the purchaser will be required to obtain a firearms license. To obtain a license, the individual will be required to pass a gun safety course, show proof of being over the age of 18, pass a mental stability test, and undergo a thorough background check showing the individual to have no prior criminal convictions. The fees for obtaining a license and for license renewal every three years will be $50 libers.

Section b. The purchaser must present a valid firearms license at the time of purchase, and the retailer will be required to validate the license by checking a regional database of active gun licenses.

Section c. Anyone found in possession of a firearm without a valid license will be arrested and charged in court. Their penalty will be up to the judge, which will depend on the severity of the situation and the person's criminal background. They may receive a maximum of 5 years in prison and a minimum of a fine. All found guilty of possessing a firearm with no license will lose all further privileges to obtain one.
