History
Past History
Several millenia ago, out of the chaos between the warlord houses of the Oryioni and Fuukiuye Tribes, the Raata Empire rose to power with the assistance of the first corporation of Issuaya. Several decades later, Raata the First or the Wise, died at the advanced death of 235 years old. His death marked the rapid fall of the civilization of the Caldari. More and more corporations had sprung up during the Empire's tenure and eight of them stood out more than the rest and took power into their own hands, creating their own "corporate territory". Half a millenia later, the eight corporations met together to create the official State of today, forming the Chief Executives Panel. However by the common era, the people and denizens of the State were growing weary of the Imperial President's orders and requests. The future was already being determined behind the scenes.
The Imperial Presidency and the Democratic Plutocracy
In the present century, the Caldari State has florished but saw much drawback when the last Imperial President, Yakiva Tovia-Toba died by being shot in the head by a member of the secretive terrorist organization, The Order. In his dying words at the Military Hospital, he requested for the dismantling of the Imperial Presidency and allow direct democracy into the State, the Megacorporations did not like that but they had to comply with the dying request. The Conclave and its elected people were quickly elected and a new lower house of the legislature was built, however the cooperation between the elected government and the CEP did not last long and went as far as complete and utter civil war.
The Caldarian Civil War: Fall of the Democratic Plutocracy
The Caldari Civil War has been the bloodest war ever fought internally. Four factions, all wanting power for themselves rose up and had one goal: Control. These factions: The Board of Directors, the Conclave, the Caldari Universal Union and the CCP or Caldari Communist Party have constantly fought over the power. After several months of constant warfare, the Conclave finally saw its end by being backstabbed by thier present ally, the CCP. All that is left before the Communists can pronouce the official beginning of the People's Republic is the Board of Directors who are currently under siege in Yantai, Changsha and Jiaian.

Caldarian Gevon is the southern half of the defunct Armed Republic of Gevon. The Jewel of Caldarian Gevon is the metropolis of Hong. Hong has been and always will be the largest city in the south. Other cities in Caldarian Gevon include the port cities of Lito, Heilit, Huxingchang and Sujian.
The capital of Caldarian Gevon, New Hong is dominated by the heavily-protected Caldari Adminstration Tower which is the bastion of Caldari authority, built ontop of the now-destroyed palace of Lord Gerald. Victory Plaza is in front of the Adminstration Tower and it is where the Caldari Forces knocked down the statue of Gerald and replaced it with the flag of the Caldari State, signaling the Caldari victory in the 2nd Gevon War.
In the qaint coastal city of Lito, you can vist the naval yards as well as the Museum of Gevon Past, which is the only suriving building containing past Gevonian laws and artifacts from the time when the Caldari Army sieged the city and almost completely obliterated Lito.
However in the industrialized port city of Heilit, you can board one of the many cruise ships and take a trip up and down the Gevonian coast or eat a lobster on the Boardwalk in the Southern City Zone. Heilit is the major industrial production center for Caldari State and its widely reconized as one of the most profitable industrial towns in the entire State.
Caldarian Gevon is pretty much a modern Orwellian demi-state, controlled by the Caldari State, riots and civil discontent are a fact of life in the South and Civil Protection maintain absolute order in the cities, keeping citizens in line through the use of intimidation and physical force - ranging from random beatings, questioning and "inspections," to outright murder. The Ministry of Truth constanly feeded propaganda to the people via the numerous telescreens through the cities and this keep the people in line for the most of the time except for the occational dissent who is vaporized and is never heard from again.
Caldarian Gevon Under the People's Republic
Caldarian Gevon continues to be part of the Caldari State even after the Civil War. During the pause in the Board of Directors focusing on Gevonian affairs, the Nationalists of Old Gevon attempted a deadly coup against the Administration however, this was halted before it could get anymore threatening and the Nationalistic Gevonians were deported and exiled. The Chairman, Zhu Qi promises the people of the depdendancy that they will see less oppressive rule during his Presidency as head of the PRC.

Caldarian Sushiia and Saba are a recent addition to the Caldari State. Sushiia makes up several islands in the far north including the islands of Sushiia Proper, Sushiia Nova and Sushiia Prospekt. Smaller islands in the group include White Tree Island where it is rumored where the Ministry of War has a secret weapons project in development however this is nether accepted or denied. Saba is a small territory in the far south on the landmass of Charlia and its still being developed by the State. The territories of Sushiia are relatively flat with few hills except with a mountain chain going along the middle of the island for some extent. The northern islands or the primary islands of Proper, Nova and Prospekt are cold for most of the year while its quite warm in Saba south the equator.
Major cities of the combined special colony include the capital of Toro, Norimaki, New Isobar and Oshizushi. Toro is also dominated by a Caldari Administration Tower similar to the one in New Hong. Caldarian Sushiia and Saba are still in the infant stages of econonic growth but President Onamori has promised the people that they will see changes over time.

Caldarian Sushiia and Saba During the People's Republic
Nothing has changed here for the most part, while loyalist families of the Conclave fled the homeland to hide from the government in Toro, by then, the CCP had already taken over the dependancy and took command of law and order. Zhu Qi has allowed these families to remain unharmed and are allowed to stay in Toro if they so choose.
The Politburo eariler in September allowed the Sushiian Worker's Party to maintain local affairs of the Sushiian people including its defense but all major international agreements must be accepted by the Politburo. Dear Leader Tomozori has been appointed by Li Tzu to be the administrator of Sushiia and is responsible for its day-to-day affairs.
Saba, a small Charlian province of the main Sushiia Dependancy has been lost to the Caropsynes following the sudden outbreak of the Caldarian Civil War. The Politburo has not gotten around to discussing whether to possibly retake it or not, that is yet to be seen.
Government
The Politburo
The Politburo of the Communist Party of Caldari (Caldarnese: 中国共产党中央政治局) is a group of 19 to 25 people who oversee the Communist Party of Caldari. Unlike politburos or political bureaus of other Communist parties, power within the politburo is centralized in the Politburo Standing Committee of the Communist Party of Caldari. The Politburo is nominally appointed by the Central Committee of the Communist Party of Caldari but the practice since the beginning has been that the Politburo is self-perpetuating.
The Politburo Standing Committee
Politburo Standing Committee of the Communist Party of Caldari (Simplified Caldarnese: 中国共产党中央政治局常务委员会) is a committee whose membership varies between 5 and 9 and includes the top leadership of the Communist Party of Caldari. The inner workings of the PSC are not well known, although it is believed that decisions of the PSC are made by consensus. Formally the membership of the Committee is approved by the Central Committee. In practice, the membership of the PSC appears to be the result of negotiations among the top leadership of the Communist Party.
The National People's Congress
The National People's Congress (Simplified Caldarnese: 全国人民代表大会, Traditional Caldarnese: 全國人民代表大會 literally "Pan-Nation Congress of the People's Representatives"), abbreviated NPC (Caldarnese: 人大), is the highest legislative body in the People's Republic of Caldari. Although the membership of the NPC is still largely determined by the Communist Party of Caldari, it has moved away from its previous role as a symbolic but powerless rubber-stamp legislature, and has become a forum for mediating policy differences between different parts of the Party and the government. However, the NPC still rarely defeats proposals put before them.
Delegates are elected by the provincial people's congresses for a term of five years. The provincial people's congresses are in turn elected by lower level congresses, with a series of layers before until the lowest people's congresses which are popularly elected. This process of layered indirect election has the consequence that the Communist Party of Caldari maintains effective control over the process of delegate selection although there is considerable amount of decentralization in which the delegate selection process involves quite a bit of local Communist politics. Although delegates to the lowest level party congresses are occasionally elected without party approval, the tiered system of indirect elections makes it practically impossible for a person to become a member of the NPC without Party approval. The fact that most of the powers of the NPC are normally exercised through its Standing Committee provides another layer by which the Party can control membership.
Although Party approval is need for membership in the NPC, approximately a third of the seats are informally reserved for non-party members. This include technical experts and members of the smaller allied parties. Although these members do provide technical expertise and a somewhat greater diversity of views, they do not function as a political opposition.
The NPC consists of about 3,000 delegates and meets for about two weeks each year at the same time as the CPPCC, usually in the Spring. The combined sessions have been known as the two meetings.
The sessions have become media events because it is at the plenary sessions that the Caldari leadership produces work reports. In addition during NPC sessions, the Caldari leadership hold press conferences with foreign reporters, and this is one of the few opportunities reporters have of asking unscripted questions to the Caldari leadership.
Between these sessions, power is exercised by the Standing Committee of the National People's Congress which contains about 150 members. One important constitutional principle which is stated in Article 8 of the Legislation Law of the People's Republic of Caldari is that an action can only become a crime as a consequence of a law passed by the full NPC, and that other organs of the Caldari government to not have the power to criminalize activity. This principle was used to overturn police regulations on custody and repatriation and has been used to call into question the legality of reeducation through labor.
The Caldari Communist Party
The Caldari Communist Party is the dominant party in the State after the fall of the Democratic Plutocracy and the outcome of destruction caused by the Civil War. The CPC is one of the three centers of power within the People's Republic of Caldari, the other two being the state apparatus and the People's Liberation Army. It is the main center of power in the PRC.
The relationship between party and state is somewhat different from that of the Communist Party of the Vladslepland, in which the party controlled the state. In the current PRC structure, power derives from the state position, but key state positions are invariably held by members of the party and the party through its organization department makes crucial decisions on who occupies what position. However, in contrast to the Vladslepland situation where the party had extra-legal authority, since the early 1990s, it has been established that the party is subject to rule of law and is therefore subject to the authority of the state and the Constitution of the People's Republic of Caldari.
Within the central government, the Party and state structures are fused with the leader of a ministry or commission also being the leader of the party body associated with that ministry. At the provincial or lower levels, the party and state heads are invariably separate, although the party head has a high state position and the state head has a high party position.
Chief Executives Panel
The Chief Executive Panel is a political entity jointly owned and run by the Caldari mega corporations. The CEOs of the mega corporations sit on the board of the Panel and make sure the mega corporations don't go overboard in competing with each other, smoothing over potential conflicts before they escalate out of control. When the Board of Directors were defeated, the polticial power of the Chief Executives Panel was stripped but they continue to retain their supreme economic policies and control.
Ministry of Truth
The Caldari Ministry of Truth is the propaganda arm of The State. It concerns itself with the media and all forms of relaying information to the general populace, controlling what the populace can know and what should not know. Several departments include for example Records (Controls and Recifies Caldari History). Another department is Censorship, which deletes from the Press the names of people who had been vaporized by the CSS and therefore are considered never to have existed.
Inside the Ministry, there are huge printing-shops and their sub editors, there are typography experts, and their elaborately equipped studios for the faking of photographs. There is an tele-programmes section with its engineers, its producers and its teams of actors specially chosen for their skill in imitating voices; clerks whose job was simply to draw up lists of books and periodicals which were due for recall; vast repositories where the corrected documents are stored; and the hidden furnaces where the original copies are destroyed. The Ministry of Truth mainly works within the confines of Caldarian Gevon and Sushiia, bring Gevon's and Sushiia's pasts into the Caldari State's present and future.
Society
The Caldari State offers its citizens the best and the worst in living conditions. As long as you keep in line, do your job, uphold the laws and so forth, life can be fairly pleasant and productive. But for those who are not cut out for this strict, disciplined regime life quickly becomes intolerable. They lose their respect, family, status, everything, and the only options left to them are suicide or exile.
Their is a giant break in weath distrubution between the CEO's and major officers and the everyday citizen. Most people live in moderate flats which have slighty high rents but overall they are pretty good and more and more flats are built everyday. On the other side of the scale, the CEO's and high ranking officials live in luxurious penthouse and sometimes their own skyscrapers. Taxes are though the roof as everyone, even officials pay them, although most citizens disagree as to why the rates are high.
The First Five-Year Plan states that social equality for all citizens is one of its priority and will also raise the standard of living by at least 10% within the next five years. More details on the Five-Year Plan is below.
Culture
The Caldari State is regarded as an semi-oppresive, hard-working and war-loving people, who wish to live as long as they can and live their lives to the fullest extent. Many Caldari believe, that although having fun and leisure is important, working is also very important, and many believe that hard work will lead to a succesful life. They do believe in absolute perfection, as it is possible. The wealth of a person is considered to be exteremly important, as many believe it is a reward given when one works hard enough in life. Wealth also is used to determine the social class your in (See Part 5).
The Caldari citizenry have some freedoms but they have no substancial poltical right but they have outstanding economic rights which allow free enterprise but not so much to infringe on the rights of other megacorporations. They will also accept some peoples and species of all races, beliefs, and cultures as long as they stick to the laws and traditions of the State.
The population likes ceremonies and military parades that will make them patriotic and nationalistic of their country and its glorious heritage. Military parades shows the populace that their nations does in fact have the one of the grestest militaries in the region. Their are also cultural parades, like during the the Caldarian New Year (April 13th-April 19th).
To control their more aggressive habits, the Caldari organize a variety of sporting activities, most of which involve some form of violent competition such as gladiatorial matches. Betting on these competitions is very commonplace, so much so that gambling has evolved into one of the larger enterprises in the Caldari state.
