Story
In 200X Dr. Light and Dr. Wily created the Light Robot Masters. Light also invented a device (and implanted it in his head) that would allow him to control any robot in the immediate universe. This "essentially makes him God of Robotics." When Wily thought he had turned Light's robots evil, Light had actually anticipated his actions and commanded the robots to obey Wily and then turn on him if by some off chance Wily actually succeeded (with taking over the world). He did the same in all of the other Mega Man Games.
He enacted his "incredibly complex plan to take over the world" in The Truth about Mega Man
Character
Dr. Light is without a doubt the smartest character in KBC. He planned out the entire Mega Man Series up until atleast X1 without anything he did not plan happening.
Power
Dr. Light has internal cybernetic parts that he had riskilly implanted into himself. The parts include a full set of mechanical organs; an elemental enhancer; all known Chozo Upgrades; and, the device he uses to control all robots, a universal hacking device(which is just a heavily modified Action Replay).
Mechanical Organs
All of Dr. Light's organs and muscles are mechanical and made by him. This increases his physical strength to godlike levels.
Elemental Enhancer
A special artifact made by the Bionicles. Dr. Light found it, puit it in a metal box, shrunk it, and surgically put it in his electrical heart. This gives him immortality because the Lightning created by the enhancer combined with the Universal Hacker and Mechanical Organs provide light with near infinint health.
Dr. Light also has a god-like control of all elements.
Chozo Upgrades
Interesting artifacts made by the Chozo. Dr. Light found one of all of them and surgically implated them in the designated areas of his body.
Universal Hacking Device/Modified Action Replay
A device Light implanted into his own brain that gives him complete control over anything electrical in the universe he is in. With it Dr. Light can use his other surgical upgrades to pretty much bend reality.
Weakness
Whatever the HELL it is I am SURE that it will make an interesting storyline...
