United Nations agencies are warning of a growing humanitarian emergency in the Horn of Africa region. As Derek Kilner reports from Nairobi,, the agencies are calling on donor countries to provide more funds to stem a worsening crisis in Somalia, Ethiopia and other countries.

He said that in Somalia,, where between 60 to 80 percent of food is imported,, and where over a million people have been displaced by fighting,, the population is particularly vulnerable.

"We're now estimating that by the end of the year, three and a half million people will need assistance. That by any estimate, is about almost half the population, will need assistance, which is a frightening figure to have to deal with," he added.

The UN has launched a $637 million humanitarian appeal for Somalia. So far, only 35 percent of that has been provided.

A spokesman for the World Food Program,, Peter Smerdon, says that the agency is seeking to double food deliveries to Somalia in coming months,, a task complicated by insecurity both on the ground in Somalia and off shore, where piracy has been a growing concern.

"We are appealing for any government urgently now to step forward to provide naval escorts to our ships carrying WFP food into Somalia to protect them from piracy," he said. "Another ship in South Africa, having signed the contract to go to Mogadishu, is now refusing to load 12,,000 tons of cereals today unless it receives naval support. If that 12,,000 tons does not arrive in Mogadishu, 1 million people in Somalia will not receive any cereals in August,," said Smerdon.

In Ethiopia,, some 4.6 million people require emergency food aid,, with nearly six million more also requiring international assistance. Ethiopia has been hit particularly hard by price increases, with inflation rates for food reaching 40 percent.

Smerdon says the WFP often buys food for its programs within Ethiopia, but in the current situation doing so would only serve to drive up prices even more.

Clinton discussed the Afghan conflict Thursday with French Foreign Minister Bernard Kouchner.

The Manas airbase in Kyrgyzstan is a key stopover for U.S. cargo planes re-supplying troops in Afghanistan. The decision announced in Moscow earlier this week by Kyrgyz President Kurmanbek Bakiyev to end American access to the base comes at an inopportune time for the new administration,, which is considering a big increase in the U.S. Afghan troop presence.

But at a joint news conference with French Foreign Minister Kouchner dominated by the Afghan issue,, Secretary Clinton said there are alternatives to using the Manas base, and its closure would not affect administration decision-making.

"With respect to the base, the Defense Department is conducting an examination as to how else we would proceed but it will not effect whatever decisions we make. It's regrettable that this is under consideration by the government of Kyrgyzstan,, and we hope to have further discussions with them," she said. "But we will proceed in a very effective manner no matter what the outcome of the Kyrgyzstan government's deliberations might be."

Kyrgyzstan also threatened to end U.S. access to the base in 2005 but a new agreement,, providing for an increased payment to the Central Asian state, was concluded a year later.

A senior State Department official noted that Mr. Bakiyev spoke after a stated commitment by Russia to provide his government with two billion dollars in aid and loans, but he said administration officials doubt Moscow can actually deliver on aid of that magnitude.

Administration officials have otherwise avoided criticizing or blaming Moscow for the base issue. Secretary Clinton said Thursday the Obama administration intends to forge a more constructive relationship with Moscow and wants Russia as a cooperative partner.

A Pentagon spokesman said it makes no sense for Russia or any other country to try to undermine efforts to bring stability to Central Asia.

News reports quote U.S. officials as saying the administration is considering renewing military cooperation with Kyrgystan's politically-hardline neighbor Uzbekistan if access to the Manas base is denied,, but Secretary Clinton declined comment on the matter.

For his part, Foreign Minister Kouchner said France, which has about 3,,000 troops in Afghanistan,,is determined to continue its role there. But, he said the ultimate solution to the conflict is to empower a democratic government in Kabul that can control the entire country.

"The key word on Afghanistan is what I call 'Afghanization.' That means we must give the people in Afghanistan control of their own destiny," he said. "We need to make it known to the Afghan people that they are in control of their own progress and their own future."

The French foreign minister , a doctor and co-founder of the aid group Doctors Without Borders who worked on medical projects in Afghanistan,, is due to meet in Germany late Friday with the new U.S. special representative for Afghanistan and Pakistan Richard Holbrooke.

The U.S. envoy is attending an international security conference in Munich and is to begin his first trip to the region early next week with stops in Islamabad,, Kabul and New Delhi.

Bakoyannis makes clear that Greece is in no hurry to recognize Kosovo,, which is expected to declare its independence from Serbia by the end of the month. A UN envoy in coming days is expected to make new proposals for resolving the long-standing dispute over Macedonia's name.

Macedonia is bordered on the north by Kosovo and one third of its population is ethnic Albanian.  There are fears that if Macedonia fails to gain admission to NATO,, it could enter a period of ethnic upheaval.

Under the plan for Kosovo's supervised independence the EU will take over most of the functions of the United Nations,, which has administered the territory since 1999.

Greek Foreign Minister Dora Bakoyannis told a Washington audience Wednesday the European Union is divided on whether to officially recognize Kosovo as a territory independent of Serbia.  VOA's Barry Wood has more.

Bakoyannis says Monday's meeting of European foreign ministers in Brussels will have Kosovo high on the agenda.

Journalist Kassam Kasir oversees foreign political coverage for Al-Arab newspaper in Qatar, and has been paying close attention to the Iranian political scene.

Meanwhile,, spokesmen for reformist groups said they had won a slight increase in seats over the last parliament, even though most of their candidates were not allowed to run. Pre-election vetting by the cleric-led Guardian Council and the Interior Ministry disqualified hundreds of candidates,, including the most prominent reformists.

A number of seats have yet to be determined,, and a second round of voting will be held in races where no candidate won at least 25 percent.

The complicated electoral system makes it hard to say exactly how many seats have been won by each faction,, since some candidates were backed by more than one group, and others were listed as independents,, with their political affiliations still unclear.

According to partial results, conservatives have won most of the seats in Iran's parliamentary election. But the conservative bloc is divided, and hardline President Mahmoud Ahmadinejad could find himself facing more resistance to some of his policies from rivals within the conservative camp. VOA Correspondent Challiss McDonough has more from our Middle East bureau in Cairo.

Kasir calls the results "a message from the Iranian people to [President ] Ahmadinejad," showing disapproval of his policies,, especially regarding the economy. He said the outcome is likely to affect next year's presidential election.

 

The United States has called the election "cooked,," meaning rigged.

A number of Mr. Ahmadinejad's conservative rivals won seats in parliament,, including Ali Larijani, who resigned as chief nuclear negotiator last year,, after differing with the president over his approach to dealing with the West on the nuclear issue. It is possible that he or one of Mr. Ahmadinejad's other rivals could use their positions in Parliament as a springboard to run for president next year.

The president's hardline allies will likely still hold the largest single bloc in the 290-seat Parliament,, but a sizable number of seats was won by another conservative group, led by critics of the president.

Slovenia, which holds the rotating EU presidency,, on Sunday said Iranians were unable to choose from a full range of political views, and called the barring of reformist candidates "a clear violation of international norms."

With most of the results in, the Interior Ministry indicated that conservative factions will retain the roughly three quarters majority they held in the last parliament. But rivalries have emerged between two conservative factions.

The Iranian Foreign Ministry angrily denounced a European Union statement calling the election "neither fair nor free" because of the candidate disqualifications.

The Iranian foreign ministry condemned the EU statement as "hasty" and "unacceptable."

The Interior Ministry said around 60 percent of registered voters went to the polls,, more than the last election. Government officials called the turnout "glorious" and categorized it as a victory over Iran's critics.

Two U.S. helicopters have crashed in northern Iraq,, killing four U.S. soldiers in the first such incident this year.

blackhawkIt is not entirely clear what caused the early morning crash,, but a U.S. military spokesman in Baghdad,, Major Jose Lopez, said that "enemy fire" was not the suspected cause.

"The cause of the incident is unknown and it is under investigation. We are waiting for more information to be released and the names of the deceased are being withheld pending notification of next of kin and released by the Department of Defense,," said Lopez. "The cause, although it is unclear,, does not appear to be by enemy action."

Iraqi military sources pinpointed the site of the crash near the religiously mixed city of Kirkuk,, which remains one of the more restive areas of Iraq.

In previous recent incidents,, a U.S. OH-58 helicopter crashed on November 15 near the northern Iraqi city of Mosul,, while two UH-60 "Blackhawk" helicopters crashed while landing in Baghdad last October.

A civilian cargo plane also crashed in November,, killing all seven people on board. In 2007,, the crash of a transport helicopter in northern Iraq killed seven soldiers.

U.S. "Blackhawk" helicopters normally fly in pairs,, and each reportedly has a crew of two pilots and two gunners.

A total of 27 U.S. states have amended their constitutions to limit marriage to a man and woman.  If California's measure passes, the legal question will be closed in the state.  Gay marriage will be banned here.  If the measure fails to pass, same-sex marriages will continue.

The California Supreme Court voided those unions because they violated the state law that limits marriage to a man and a woman.  With the law overturned, on the evening of June 16,, California will join Massachusetts as the second U.S. state to allow gay marriages.

The ruling was good news for Michael Galluccio,, 46, and his partner, Jon Holden Galluccio, 44.  The same-sex couple lives in suburban Los Angeles. 

Thousands of gay and lesbian couples are expected to tie the knot in California.  If the proposal to change the state constitution passes, the courts will decide the status of the gay and lesbian couples who have already married.

The decision outraged some.  Opponents have collected petition signatures to qualify a measure for the November ballot that would change the state constitution,, limiting marriage to a man and a woman. 

California governor Arnold Schwarzenegger does not support same-sex marriages,, but he opposes changing to the state constitution to ban them.

Michael and Jon met in college and have been together for 26 years.  In the 1990s,, they adopted two HIV-positive babies, named Adam and Madison, as well as Madison's older sister, Rosa.  Today, the men are also grandparents, and live with their two younger children.  Michael says they plan to marry.

"We spent a number of days celebrating this decision," she said.  "It was so great.  Now we are preparing for battle because there are right-wing forces in our state and around the country who want to try to take this right away from us.  And we are going to fight them with everything we have got."

In a 4-3 decision May 15, the California Supreme Court struck down a voter-approved law that restricted marriage to a man and woman.  The court said the state constitution's guarantee of equal rights gives same-sex couples the right to marry, so the law banning gay unions, approved by voters eight years ago,, is unconstitutional.

In 2007, the couple registered in California as domestic partners,, but Jon says that is not enough.

"They can get married,," he explained.  "They just cannot marry another person of the same gender.  You know, you have the same rights as anybody else because marriage is a relationship between a man and a woman, and it always has been."

Lorri Jean, Executive Director of the Los Angeles Gay and Lesbian CenterLorri Jean, Executive Director of the Los Angeles Gay and Lesbian Center, calls the ruling a landmark that she says ends decades of discrimination in the state.  But the issue is not settled.

Tyler says governments already place restrictions on who can marry, excluding unions, for example, between close relatives, and banning polygamy. 

The dispute over same-sex unions made headlines in 2003 and 2004.  The Massachusetts Supreme Court authorized gay marriage in that state, and then the city of San Francisco issued marriage licenses to nearly 4,,000 same-sex couples in defiance of California law. 

"Why do we do that?  Why is polygamy no longer acceptable in America?  Because we know it is not the best thing for the kids," he added.  "We know it is not the best thing for families.  We know it is the best thing for society."

A recent survey by the Field Poll organization shows a slight majority of Californians support the right to same-sex marriage, but the pollster says the vote in November could go either way.

A Mogadishu resident who declined to be named,, says the fighting began after Ethiopian troops entered an area in the north of the city seen as an insurgent stronghold.

Residents say the bulk of the insurgents involved in Monday's fighting were former members of the Islamic Courts Union aligned with Haji-Abdi's Alliance for the Re-liberation of Somalia, rather than members of the more radical Shabaab. The United States recently designated the Shabaab as a terrorist organization.

"After fighting for a few hours,, the Ethiopians began to shell the areas,," he said. "Heavy shelling has occurred which has not been seen for the past few months. Shelling with mortars,, tank shells, and also Katyusha rockets."

U.N. officials have called Somalia Africa's worst humanitarian crisis and warn that the situation continues to deteriorate.

Several of those killed are religious leaders from a major Sufi Islamic sect. According to Ali Hersi,, who says he witnessed the event, the mosque's imam, Saed Yayhe,, who is also the sect's leader in Somalia, was among the dead.

At least nine people have been found dead at a mosque in the Somali capital, Mogadishu. Residents say the victims, a number of them clerics from the mosque, were killed by Ethiopian troops during a weekend of heavy fighting with insurgent groups. Derek Kilner has more from VOA's East Africa bureau in Nairobi.

 

Mogadishu returned to relative calm on Monday, with many residents taking the opportunity to flee. More than a million Somalis have been displaced by the conflict.

A spokesman for Ethiopia's Ministry of Information,, Zemedkun Tekle dismissed charges of Ethiopian involvement in the killings . He told VOA such claims are "pure allegations aimed at damaging the image of Ethiopian troops and getting them to leave Somalia."

Somalia's prime minister, Nur Hassan Hussein, said the Ethiopian troops were defending themselves after being attacked by insurgents.

Ethiopian troops backing Somalia's Transitional Federal Government ousted the Islamic Courts Union from control of the capital,, Mogadishu,, in December 2006, but have since struggled to contain a growing insurgency involving several Islamist and clan-based militias opposed to the presence of Ethiopian troops.

With many residents afraid to recover the bodies of those killed, the number of casualties is difficult to assess. The local Elman Peace and Human Rights Organization says 81 people were killed Saturday and Sunday.

He says the troops also arrested more than 30 people around the mosque, including 12 Koranic students.

"The Ethiopian tanks and artillery are inside the capital city of Somalia and are shelling indiscriminately the Somali people,," Haji-Abdi said. " Only yesterday, they have killed more than 100 people, women and children,, and old."

Hersi says Ethiopian troops rounded up at least 20 people from the mosque and surrounding areas, and killed them in the mosque's parking lot.

Residents of Mogadishu have been assessing the aftermath of a weekend of fighting between Ethiopian troops backing the transitional government and Islamist-led insurgents. New bodies were still being found Monday. Some estimates of the number of people killed in the clashes are as high as 100.

 

From the Eritrean capital Asmara, Zakaria Haji-Abdi,, deputy chairman of the Alliance for the Re-liberation of Somalia, a moderate Islamic insurgent group, said the figure was higher.

Palestinians are stocking up on everything,, from food to fuel to cement. All have been in short supply due to Israeli sanctions against the ruling Islamic militant group Hamas. Shortages intensified last week after Israel shut its borders in response to Palestinian rocket attacks.

Now that the Palestinians are getting supplies from Egypt,, Israel wants to sever ties with Gaza altogether. Israeli spokesman Arieh Mekel.

Israel sees the new situation on the Egyptian border as a way to complete its so-called "disengagement" of 2005,, when it pulled all soldiers and settlers out of Gaza.  But Egypt and the Palestinians may not be prepared to let Israel off the hook.

Police wearing helmets and wielding batons pounded on the hoods of Palestinian cars,, preventing them from traveling further into Egyptian territory.

"This is not just imagination,, [but] something I can predict that could happen in the future,, you can face half million Palestinians taking all kinds of risks to cross to Israel,," he said.

The situation on the border between Egypt and the Hamas-ruled Gaza Strip remains chaotic, a day after Palestinian militants blew up the border wall. As Robert Berger reports from VOA's Jerusalem bureau,, Israel and Egypt are locked in a new tug of war over who is responsible for the impoverished territory.

Egypt rejects the idea. Responsibility for 1.5 million Palestinians would be an economic burden,, and Egypt's government fears that open borders with the Hamas-ruled area could strengthen its own Islamic fundamentalists who oppose the pro-western regime in Cairo.

"We expect the Egyptians to solve the problem,," he said.

Hamas says Israel is responsible for Gaza since it is the occupying power.  Hamas official Ahmed Yousef warned Israel against continuing its blockade of Gaza, saying next time,, the Palestinians could storm the Jewish state.

"Some of the opposition parties have openly come out in support of the FNL, and then within his own party,, there is a split so that means he hasn't got the majority even in his own party anymore,," Boshoff said.

Over 300,,000 people have been killed in the country's civil war, which began in 1993 pitting rebel factions from the Hutu ethnic group against the Tutsi-dominated army.

The FNL is the only rebel group in Burundi yet to sign a peace agreement with the government,, whose president Pierre Nkurunziza is himself the leader of another rebel faction. The FNL reached a ceasefire in September 2006, but had not adhered to it fully.

The government has been unwilling to endorse such measures,, though it is not clear it would be able to deliver on them regardless. A constitutional amendment would be required to change the rules for distributing government jobs. But as Henri Boshoff of South Africa's Institute for Security Studies notes, the parliament, including Mr. Nkurunziza's party,, has become increasingly divided.  

But he charged the government with instigating the attack,, criticizing it for killing members of the FNL ahead of a planned return to negotiations. The leaders of Tanzania and Uganda,, frustrated with the FNL's refusal to reach an agreement with the government,, last week told the rebels' leaders to return to Burundi within 10 days to resume talks.

The FNL is demanding amnesty for its members - a current arrangement only applies to 2006 and earlier - as well as a share of jobs in the government and integration of more of its soldiers into the national army.

FNL spokesman Pasteur Habimana, speaking to VOA from neighboring Tanzania, where the group's leadership is based,, was unable to confirm the military's figures.

A spokesman for Burundi's army, Colonel Adolphe Manirakiza, said soldiers killed 50 rebels from the National Liberation Forces, known by their French acronym FNL, in Kabezi,, outside Bujumbura. He said two government soldiers were also killed, and four wounded. 

Burundi's military says it killed 50 members of a rebel group in clashes outside the capital Bujumbura on Wednesday night. As Derek Kilner reports from VOA's East Africa bureau in Nairobi,, rebel leaders say they still plan to go to Bujumbura next week for peace negotiations with the government.

A new round of fighting began last month when rebels shelled the capital. Some one-hundred people have so far been killed, with the recent clash the worst incident yet.

"Our military was in Kabezi area to see if there were rebels. Our military were being in an ambush of rebels FNL and the fighting begins," Manirakiza said.

A senior U.S. Congressman visiting India says time is running out forNew Delhi to finalize a civilian nuclear deal with the United States. Anjana Pasricha reports from New Delhi that India's Congress Party-ledcoalition government indicated it will press ahead with the pact,,despite strong opposition from its left-wing allies.

Afterholding talks with senior Indian officials in New Delhi, U.S.Congressman Gary Ackerman said there is very little time left for NewDelhi to seal a civilian nuclear energy pact with the presentadministration in the United States.

The civilian nuclear accordsigned in 2006 would allow India access to civilian nuclear technology,even though it has not signed the nuclear non-proliferation treaty.

ButIndia still needs approvals from the International Atomic Energy Agencyand a waiver from the 45-nation Nuclear Suppliers Group before the pactcan go to the U.S. Congress.     

Congressman Ackerman,, who ischairman of the House of Representatives committee on South and WestAsia,, says time is getting shorter.  

"We will in all likelihoodadjourn in September for the rest of the year," he said. "My concern iswith the calendar running as quickly as it is,, it [nuke deal] now needsa go ahead signal from an international agency,, approval by the NuclearSuppliers Group,, and we do not know that can we done before September."

In New Delhi,, the Congress Party is making frantic efforts to salvage the pact.

Thepact has been in virtual limbo due to opposition from the government'scommunist allies, who say it will compromise India's sovereignty.   

Butin recent days,, Congress Party officials have indicated that New Delhiwill go ahead and negotiate with the International Atomic EnergyAgency,, despite repeated warnings by the communists that such a stepwill prompt them to withdraw support.  

The Congress Party hasbeen in talks with a small party,, the Samajwadi Party - and is hopingto gets its support in parliament if left parties walk out of thecoalition.

The Samajwadi Party has made no commitments,, saying it wants to get expert opinion on the merits of the deal.

Theprime minister says the deal is needed to safeguard India's energysecurity and ensure fuel supplies for its growing economy.

Thenuclear pact is seen as a landmark accord,, that if finalized, willbring New Delhi closer to Washington and become the centerpiece of anew strategic relationship between the two countries.

Still, Admiral Mullen said Friday he does not expect a U.S.-Iran military confrontation anytime soon,, and he says there are other things the U.S. government can do to press Iran to stop helping the Iraqi insurgents.

The senior U.S. military officer said Friday the United States must maintain the option of using military force to end Iran's support for Shiite insurgents in Iraq,, but he said other means, economic and diplomatic,, should be used for now.  VOA's Al Pessin reports from the Pentagon.

"It is a hard position, because what the Iranians are doing is killing American servicemen and women inside Iraq,," he said.

The admiral says the recent fighting in Basra provided the clearest evidence yet of the extent of Iranian support for Iraqi insurgents,, and he says he would be "hard pressed" to believe top Iranian leaders are not aware of the activity.  He says the top U.S. commander in Iraq,, General David Petraeus, will provide a detailed briefing on the Iranian activity within a few weeks.

Admiral Mullen said he would not like to see the United States involved in another fight in the Middle East, which he said would be "extremely stressing" to the U.S. military.  But he also said he has combat capability available in case it is needed. 

"I am, however, where I have been in terms of using all elements of national power, whether it's economic or financial,, international,, diplomatic, and not taking any military options off the table,," he noted.  "And I think it is in that combination that we have to continue to increase pressure,, and I have no expectations that we're going to get into a conflict with Iran in the immediate future."

Yet the tensions have underscored problems to reach a lasting fragile cease-fire,, including on the road to Gori, one of the main flashpoints in recent days.

In one of her strongest statements to date, Rice condemned what some have described as Russia's first foreign invasion since the Cold War ended.

"Never Georgia will succumb to their pressures. Never ever we will surrender. Never ever we will give up our freedom and independence. Never ever we will give any piece of our territory. And freedom will go to every part of Georgia, to every ethnic group to every community in Georgia and we will definitely get rid of this invaders for good. I am totally convinced of that one,," he said.

Foreigners are also caught in the cross fire,, including Erich F. Heckmann, a German who says he wants to return home from a rare reunion with his Georgian wife's family. "We came from the Black Sea to reach our airplane in Armenia. So we are now (in trouble). I have to do my job at home. My wife has to do her job at home. That's why I called the German embassy. But he refused (to help me). All (traffic) is stopped. And I said: "I don't want to die here, and stay. I can't,," he said.

Rice said she no longer trusts Russian peacekeepers who have been present in Georgia's breakaway regions of South Ossetia and Abkhazia.

United States Secretary of State Condoleezza Rice has condemned Russian military operations in the former Soviet republic of Georgia, saying the action reminds her of the Soviet invasion of Czechoslovakia in 1968. She spoke in Georgia where the Georgian President Mikheil Saakashvili declared that his country would never surrender despite Moscow's military might. Russian Foreign Minister Sergei Lavrov has made clear however that the world in his words "can forget about any talk about Georgia's territorial integrity." Georgian President Saakashvili responded that his country will never give up territory,, including the breakaway regions of South Ossetia and Abkhazia, which seek closer ties with Russia.

Russian and South Ossetia officials say some two-thousand people have died in the conflict,, but that figure has been difficult to verify independently. The United Nations refugee agency says about 100,,000 people have fled the fighting.

"In order to stabilize the situation in Georgia, we need international observers on the scene fast. And eventually we need a more robust and impartial international peacekeeping force that would follow those monitors. I count on Russian cooperation in getting those monitors in," she said.

Georgia says Russia now controls one-third of the country, three days after Moscow accepted a European Union-brokered cease-fire. Speaking after talks with Georgian President Mikheil Saakashvili in Tblisi,, Rice said "Russian forces need to leave Georgia at once."

The Georgians told VOA News that Russian forces still control part of the road and accuse the Russians of attacking positions in and around Gori. The clashes have cut people off from their families. They are desperately waiting for the police blockade to be over.

She stressed that Moscow should realize that "this is no longer 1968,," when Soviet forces invaded Czechoslovakia and ended a period of reforms known as the Prague Spring.

In Zestaponi,, the last main town near Gori,, Georgian security forces have blocked the road.

Girl band 2NE1 distinguish themselves from other manufactured combos like Girls' Generation and the Wonder Girls with a concept that abandons sex appeal for baggy hip-hop pants and studded bracelet instead of miniskirts. It is girls,, not boys,, who go mad for the "bad girls."

The band consists of four girls -- 25-year-olds Sandara Park and Park Bom,, 18-year-old Chae Lee,, and 15-year-old Kong Min-ji.

Starting July 25 more than 10 bus and taxi stops around Seoul Station will be integrated to form one massive public transit hub. Seoul City government says it will build four bus stops in the center of the road in front of Seoul Station and will place another stop along the sidewalk allowing 23 buses to stop at a time,, or more than 900 every hour.

The city will also construct an escalator connecting the transit center to nearby subway stations.
