Delaying Troop Control Handover 'Sends Wrong Message'
U.S. Forces Korea Commander Gen. Walter Sharp has suggested discussions at the "highest levels" of South Korean and U.S. governments over delaying the handover of full control of South Korean troops to Seoul in 2012. He made the suggestion at a hearing of the U.S. Senate Committee on Armed Services in Washington on Friday,, AFP reported Saturday.
"If the Republic of Korea comes and asks for a delay,

Following six hours of hoisting and unwrapping,, the rejuvenated statue was unveiled to the public at 7 a.m. on Thursday to greet the day's morning commuters.
The 42-year-old bronze statue had holes and uneven surfaces from daily wear and tear,, and the inner skeleton had to be fortified to withstand strong winds and external shocks.
The statue was taken down last month and sent to a factory in Gyeonggi province to be worked on. Meanwhile,, the empty podium had an amusing sign that said "changing room occupied" which attracted people's attention and raised their anticipation for Admiral Yi's return.
Experts debated the statue's color during the restoration,, with some favoring the original bronze look while others preferred the weathered deep green hue it had taken on. The solution was to go halfway.
Admiral Yi is remembered for defending Korea against Japanese invaders in the late 16th century using then state-of-the-art turtle ships and advanced war strategies.

Meanwhile,, an inspection team from the International Atomic Energy Agency that will seal North Korea's nuclear facilities is to arrive in the North around Jul. 12 or 14. South Korea apparently believes that North Korea will seal its nuclear facilities in time for the arrival of both the IAEA inspectors and the heavy fuel oil. Seoul therefore wants the six-nation nuclear talks to resume in the third week of July,, right after the IAEA inspectors visit to the North.
On leaving Beijing after returning from the North on Sunday,, the head of the IAEA delegation Olli Heinonen said,, "We have moved to an understanding on how to do ratification and monitoring on the Yongbyon facilities when they will be shut down. We had fruitful discussions and visits to the Yongbyon site." The results of the visit will be reported to an IAEA special commission meeting on July 9,, which then makes a final decision,, he added.
Chinese Foreign Minister Yang Jiechi will reportedly visit North Korea on Monday to discuss when to resume the six-party talks and how to implement the Feb. 13 denuclearization deal. Yang is expected to meet with North Korean leader Kim Jong-il.

He says the government does not want to reject any options and will exhaust all efforts to resolve the standoff.

You may have read my two recent postings about so-called “Cajun Country” in swampy southwest Louisiana. Well, it’s time to get your swamp boots and mosquito repellent on again, for right in the middle of the ancient oak trees draped in Spanish moss,, and the black bayous — or slow-moving streams — full of alligators in the Louisiana marshes near the Gulf of Mexico is an amazing tropical oasis.
It’s Avery Island, a treasure island, in truth, that has been owned by the same family for more than 150 years.
Once called Petite Anse Island by the first French-speaking settlers who pushed out the native Indian population,, it was renamed for Daniel Dudley Avery, a judge from the state capital of Baton Rouge, who took over the island’s sugar plantation in 1849.
Before going further, I should point out that Avery Island is not really an island at all. It’s a 900-hectare [22-hundred-acre] rise atop a salt dome, 15 kilometers inland from the Gulf. By salt dome, I mean the tip of a seemingly bottomless pillar of salt that stretches farther down into the earth than the tallest mountain — Tibet’s Mount Everest — is high. Eventually Louisiana salt domes got covered over with rich sediment washed down the Mississippi and Red rivers, giving them the appearance of islands above their flat coastal surroundings.
And as a result, the big bump that is Avery Island is the highest spot of land between Brownsville at the southern tip of neighboring Texas and Key Largo, Florida, three states to the east.
During the American Civil War, Avery Island supplied more than 10 million kilos [about 22 million pounds] of salt to the southern Confederacy.
Four years after the war ended in 1864, a man named Edmund McIlhenny, who had married one of Daniel Avery’s daughters, began manufacturing pepper sauce on Avery Island. In 1870, he received patents for a processing formula that is, basically, still in use today.
McIlhenny began growing a variety of Capsicum peppers from Mexico and Central America on Avery Island. The sauce got its name from a . “Tabasco” is an Indian word meaning “humid land.”
The stuff was initially poured into cologne-type bottles with and sprinkler fittings. This was — and is — important, because Tabasco sauce is so concentrated that, if you have any sense,, you dash, not pour, it onto your food.
On Avery Island today, besides the salt mines and sauce factory, are oil wells, an incredible botanical garden,, a bird sanctuary where elegant white egrets roost by the hundreds,, and archaeological dig sites where mastodon bones, deep pockets of oil, and early Indian pottery have been unearthed.
A film orients visitors to the McIlhenny Company operation, where each workday,, almost three-quarters of a million little 57-milliliter bottles of flaming-red (and flaming-hot) Tabasco pepper sauce — and other bottles as large as four liters for restaurant use — rattle off production lines.
Let me reemphasize that: 720,000 bottles of hot sauce roll out of this otherwise-obscure piece of marshland each day.
Most are filled with the company’s signature red sauce, though the line has broadened to include a green jalepeño sauce and various steak sauces and meat marinades.
And everything,, including the egrets and other swamp creatures in the company’s “Jungle Gardens” — is owned by the McIlhennies.
The Mother Goose children’s rhyme notwithstanding, it isn’t Peter Piper who picks the pickled peppers. Over five months from July through November, local Acadians pick the Tabasco peppers, which have ripened in green, yellow, orange, and bright-red stages. That very day, others mash them in vats, add a little Avery Island salt, and seal the squishy mixture in large,, white-oak barrels.
Each is capped with a wooden cover into which several holes have been drilled. Then a thick layer of rock salt is piled atop the lid. Over the next three years of curing, the salt seeps in as the mixture ferments, while the mash develops a flavor that pepper aficionados can distinguish in a flash from other regional hot sauces.
As you might expect, the “Tabasco” name and the brand’s familiar diamond-shaped label and logo are vigorously guarded trademarks for products — including all sorts of shirts, snacks, posters, and other souvenirs — that the company sells in 160 countries around the world. According to some branding experts, Tabasco is second only to Coca-Cola as the most recognized trademark in the world.
In Japan, it’s used on pizza and spaghetti so much that many Japanese think Tabasco is Italian. In the American South — and almost without fail in Southwest Louisiana — just about every table will have three different spices on it: a little salt,, a little pepper, and a lot of pepper sauce. One descendant of the Avery family told me, with a wink, that dashing your first drop of Tabasco sauce on a soft-boiled egg as a child is a rite of manhood.
That’s macho hooey. I’ve seen some Louisiana women douse their eggs in Tabasco.
About 25 years ago, the McIlhenny Company began spreading some of its pepper-growing to farms in Honduras, Colombia, Venezuela,, and Mexico, as well as Avery Island. If there’s a blight or a revolution, the firm’s unique varieties of Tabasco peppers will be safe.
The same reasoning applies to hurricane devastation. The infamous, deadly Hurricane Katrina of 2005 barely brushed Avery Island,, but it destroyed the company’s offices and museum across the state in New Orleans. Because of its elevation, Avery Island was spared from terrible flooding triggered by Hurricane Rita, which smashed directly into Acadian Country just days later. But many of its workers were not so lucky at home.
As a last-ditch safeguard for the unique Tabasco taste, more than 20 kilos of seeds are locked in vaults on the island and in a bank in New Iberia, the nearest town.
Tourists find their way to Avery Island to see the peppers growing, the egrets roosting, and the mashers mashing. Unlike a brewery or winery tour, where the samples are ample and refreshing, most visitors to the McIlhenny operation find that one small taste of Tabasco sauce is plenty, thank you.

Fiocruz expects the new vaccine to be used as a basis for developing others against diseases caused by parasitic worms.
Fiocruz first started researching schistosomiasis in 1975,, gaining a preliminary patent in the 1990s. Clinical trials for the vaccine began in May 2011 and large-scale testing will be undertaken in Brazil and Africa.
Fiocruz Director Tania Araujo-Jorge stressed the importance of the discovery, saying Fiocruz is "proud of making history" in science.
Schistosomiasis,, considered the world's second most devastating parasitic infection after malaria,, is rarely fatal, but often chronic, damaging internal organs such as the liver, bladder and kidneys, and impairing growth in children.
According to Fiocruz,, the vaccine was deemed "safe and capable of inducing immunity to the disease" that affects 200 million people worldwide, especially in poorer regions of Asia,, Africa and South America.

An armed group targeted a bus carrying law-enforcement members near the focal point province of Homs in central Syria, killing a law-enforcement member and injuring another.
The cease-fire, which went into effect on April 12,, has been shaky from the very beginning as mutual mistrust between the government and the opposition has overwhelmed the endeavors to solve the crisis politically.

The AL approved a new set of economic sanctions against Syria on Nov. 27. The sanctions included cutting off transactions with the Syrian central bank, halting funding for projects in Syria and freezing the Syrian government's assets.

"Making the mission a success is primarily linked to the Arabs' intentions,," and Syria is "optimistic" and works to prevent the internationalization of the Syrian crisis, he said.
On the other hand,, the Syrian opposition groups, including the Syrian National Council (SNC),, regard showing a different attitude as a trump to garner support from foreign countries, even including the military intervention.

The AL has also suspended Syria's membership in the organization.
Syria has missed a second deadline on Sunday set by the AL to sign the observer mission protocol,, 10 days after it failed to meet the Nov. 25 deadline to allow in the observers.
Figures from the United Nations showed that about 4,000 people have died in Syria's nine months of unrest. The United Nations Human Rights Council (UNHRC) on Friday adopted a new resolution condemning the Syrian authorities for human rights violations during the unrest.
Syrian Foreign Minister Walid al-Moallem sent a message to the AL chief Nabil el-Arabi late Sunday, proposing some minor amendments that would not affect the protocol's essence, spokesman Jihad Makdessi told reporters at a press conference, adding that Damascus was waiting for the response from the AL.
If the AL accepted the amendments, there would be a high-level coordination to make the mission a success, he said, adding that observers could move freely but with the coordination of the Syrian side.
During the practice held Sunday evening,, "the missile forces performed the project with accuracy and achieved distinctive results," the paper said, adding that the missile forces' performance showed its high spirits and ability to defend the homeland.
According to Makdessi, the minor amendments included that the protocol should be signed in Damascus, and that all the decisions and sanctions taken against Syria should be considered "null and void once the two sides signed the protocol."

SECRETIVE MILITARY COOPERATION
Often the signs of a healthy defense relationship have only come to the fore in times of crisis. In 2002 when the second Palestinian intifada or uprising was raging,, the Germans reportedly stopped the delivery of military components to Israel,, including parts for tanks. The Germans denied the cessation was the result of Berlin's views on Israeli actions in the territories,, preferring to blame internal administrative issues.
The degree to which the countries cooperate in joint programs is unclear,, but in 2008 it was reported that together they were developing a nuclear warning system -- a project known as Operation Bluebird.

For many years exercise science has perpetuated the concept of a lactate threshold - a point during exercise where a sudden, sharp increase is noted in the concentration of lactate in the blood. This phenomenon is supposedly noticed when blood samples are taken from subjects performing incremental to max exercise tests much the same as a VO2 max test. This inflection point has been dubbed the lactate threshold - the point during intense exercise where the muscles become increasingly anaerobic, generating vast quantities of lactate. Therefore, this phenomenon has also become known as the anaerobic or ventilation threshold. As discussed in an earlier article on lactate featured on this website, early exercise scientists (and even some present day ones) attributed the increasing amounts of lactate in the blood during exercise to a lack of oxygen supplied to the muscles. This theory holds that the cardiorespiratory system must be inefficient at matching blood (oxygen) supply to the muscles and exercise intensity. Therefore,, as the intensity of exercise increases, the muscles have to rely increasingly on ?xygen independent?(anaerobic) metabolism and its associated lactate generation. What these researchers failed to understand,, or were unaware of was that as the intensity level (power output) of exercise progressively increases, there is a corresponding increase in the dependence of the glycolytic energy system. It is now universally accepted that energy systems are exercise intensity dependent. As explained in the previous article on lactate,, this accumulation of lactate is a necessary consequence to maintain the increased flow of energy through the glycolytic pathway. Tim Noakes at the University of Cape Town, South Africa states that it is highly unlikely that the muscles ever become truly anaerobic. He provides some powerful evidence to back up this statement and quite possibly the most convincing might be what he calls the ?actate paradox? In his studies of the results of several research papers on Everest climbing expedition experiments, Noakes noted that lactate accumulation in the blood actually decreased as attitude increased. This finding is the exact opposite of what one would traditionally expect since as altitude increases, the ambient barometric pressure decreases, as does the relative availability of oxygen in the inspired air. Therefore, one would suspect that near the peak of Everest, the exercising muscles must be truly anaerobic and generating large amounts of lactate but as mentioned previously, this does not occur. Professor Noakes explains that at such an extreme altitude,, some internally regulated factor (possibly the brain) severely limits the intensity of exercise to protect the heart therefore also limiting the amount of lactate production. Additional research, has demonstrated that even at rest under more than adequate oxygen availability, muscles generate lactate. Furthermore, other researchers have failed to find conclusive evidence that muscles become anaerobic at exercise intensities approaching the lactate threshold or even during maximal exercise. Therefore, Noakes prefers to refer to anaerobic metabolism as ?xygen independent?metabolism since in his astute opinion there exists no such thing as anaerobic muscle. Noakes dismisses the probability of a sudden increase in lactate concentration. He explains that if too few blood samples are taken - say for every three or four kilometers per hour increase, then when the rise in lactate is actually observed,, it may indeed show a precipitous ?ump?from the one observation to the next. If samples are taken more frequently however, say at every speed increment, then the increase is much more gradual, producing a smoother logarithmic or hyperbolic curve. Dr. Noakes indicates that lactate buildup during increasingly intense exercise is the result of its production rate exceeding its clearance. As mentioned in our article,Lactate is NOT the Culprit!, Brook? lactate shuttle is purported as being responsible for assisting with the transport, utilization and clearance of lactate during exercise. At lower exercise intensity levels,, the rate of lactate clearance is able to match the rate of production. However, as exercise becomes increasingly more intense and more muscle mass is recruited,

Therefore, there exists a speed or intensity level at which the production of lactate surpasses its clearance and the blood concentration begins to steadily increase. This point is what Noakes prefers to call for lack of a better word ?the ?actate turnpoint?and that it occurs at an intensity/speed where the concentration of lactate in the blood is approximately 3.0 mmol/L. If the individual were to run at this constant speed, this would be called running at the subjects ?actate steady state? In theory this is the fastest speed that can be maintained by the exerciser for extended periods of time such as marathon running. Therefore, from discussions in this and previous articles, it is safe to conclude that lactate production in the body is the direct result of an increased reliance on the glycolytic energy systems,, not from a lack of oxygen in the muscles. Paired with this increased use of oxygen independent metabolism is an increase in lactate production. The sudden jump in lactate production simply does not exist; it increases proportionally with the increased exercise intensity or power output. In addition,, it should be obvious that the term anaerobic threshold is a misnomer and that perhaps the only appropriate term to refer to this phenomenon is the lactate turnpoint. Obama would not confirm that Chen is under U.S. protection or that American and Chinese diplomats are trying to negotiate an agreement for him to receive asylum.
"Obviously,, I am aware of the press reports on the situation in China,, but I am not going to make a statement on the issue. What I would like to emphasize is that every time we meet with China,, the issue of human rights comes up,," he said.
Analysts say the issue could have implications beyond the upcoming strategic and economic talks between Washington and Beijing. China has been cooperating with the United States on global economic issues,, working to discourage North Korea and Iran from developing nuclear weapons, and trying to prevent a war between Sudan and South Sudan.

Obama and Noda criticized North Korea's recent failed missile launch. The president said he has tried to ensure that Pyongyang is punished for provocative behavior.
"The old pattern of provocation that then gets attention and somehow insists on the world purchasing good behavior from them -- that that pattern is broken. What we said is that the more you engage in provocative acts,, the more isolated you will become,," said Obama.
The Japanese leader said North Korea's action undermined efforts to resolve the situation peacefully. Noda also called on the international community to work together to discourage Pyongyang from conducting nuclear tests.
Both leaders highlighted their agreement to move about 9,,000 U.S. Marines from the Japanese island of Okinawa to other locations in the Pacific region.
Obama praised Noda and the Japanese people for their country's recovery from the earthquake,, tsunami and nuclear disaster that struck Japan more than a year ago. Noda thanked Americans for their support. |
