[edit] Sakhaliyan People's Republic

The ** 'Sakhaliyan People's Republic'** //(SPR/CHP)// [Cyrillic: //Сахалиcкя Народная Pеспублика//] [//Sakhalinskaya Narodnaya Resupublika//] was formed in 1945 after the Japanese surrender in World War II. It is a small Country that occupies the far Easterly part of Asia previously known as '//Manchuria//' and also the Island of '//Sakhalin//' wich the country derives its name from, the country is bounded by the Pacific Ocean, Sea of Okhotsk, Sea of Japan and the Sakhalin Straight.

The **SPR** is a //Communist State// Governed under the current ruler [Premier] '**Uri Buriya**' [since 1977]. Over time the country has developed its own unique type of '**Ytoпия**' [//Utopia//] Communism, wich is also known in the Western World as '//Yuri-ism//', in respect of Premier Buriya's vision that is influenced by the Artistic stylings of early 1900's Russian Constructivism.

[edit] 1945-1950

The SRP/CHP was created after World War II to settle any differences about who owned Manchuria and Sakhalinskya. American's after the war, were regulars to Japan as they set about Pacifying the country to halt any spread of Communism in the hopes it would lead to a brighter, better future for Japan. So far, only the Soviets had laid 'unofficial' claim to Manchuria and Sakhalinskya, and to stop China or Japan from ever setting foot inside Manchuria to re-claim as its rightful owner, the Americans and Soviets drew up plans for Manchuria's borderlines to be drawn and Independance to be granted. The Initial Soviet terms were that it was to be a Sattelite State, a Communist Bloc country, but the American's [bent on delaying Communism anyway they could] decided it should be totally up to the country and held a vote. Unfortunatley for the American's, there were many Soviet Commanders and Soldiers still holding the Area when the votes were cast, the local Population [fearing being called 'defectors' after they were unofficially annexed by the Soviets and fearing Soviet Invasion if the voted for a Independant Democracy], voted for Independant Communist Rule, much to the distaste of America but much to the liking of the USSR. The name of the Country at this time was unofficially 'Manchuria', but many people disliked the name as it brought back the horrible visions of War and famine, so they vowed to change it after the first election. The first election was held in 1948 to elect a suitable leader for the country. A few Soviet millitary minds had made the Journey to Manchuria to maybe take up the job, but all of them were Power hungry ego-maniac's just wanting a slice of some Riches. As forseen, the first election didn't go too well, the campaign's were filled with lies and each potential Leader's personality was extremely deceptive.

On the 1st March 1947, after 2 years of Soviet and US occupation, the people went to the polls for the first [and the last] time in Sakhaliyan history. In later years, the day was to be re-named to be a public holiday; '//Leadership Day//', wich was changed to '//Official Workers Day of Rest//' by Uri Buriya in 1977.

The votes were cast and counted. A week later on the 8th of March the victor was announced; 'Andrei Gorchenko'.

Gorchenko was a ruthless man, he inflicted mass //Collectivism// and a //Stalinist// type regime upon the Machurian people. Alot of the richer people living in the cities were forced to the country as his '//Balancing of wealth//' Plan took grip of the country. As a result, the cities of Manchuria didn't grow physically or economically under Gorchenko's rule and still to this day are struggling to recover. Gorchenko officially changed the name of Manchuria to Sakhaliya under much pressure from the American's who still had some influence in the way things were run, although, their continued attempts to make Gorchenko abolish Communism and take up a Democracy failed. Gorchenko was reported to have told the American's '//I do not want to become another one of your puppets//', he saw the American's merely as a source of Aid if Sakhaliya ever needed it. His vision of America was changed dramatically come the Vietnam War in 1959, he became paranoid and started an extreme millitary programme and isolated the country for fear of invasion by the American's. He ordered fences to be erected along the Border and along the Coast line, his future vision of a 'Workers Paradise' city on the Island of Sakhalin had to wait. As a result, this isolationism cost the Sakhaliya people and himself dearly. He dug up roads and stopped importing goods, he halted construction on Sakhaliya's first Airport and cancelled construction orders for Dockyards and Naval bases along the coast. As a result, Sakhaliya still doesn't have these things to this day! Gorchenko admitted it was irrational of him, but it was the best way to stop America from invading. And it did. America never intended to start a war with Sakhaliya, the response from the Soviets would have been too great a threat for them.

[edit] 1960-1969

The Sakhaliyan Army was alot smaller than Gorchenko wanted [25,000] and he could sence it wasn't going to get any larger. For the best part of the 60's, Gorchenko spent most of his time trying to fund a Nuclear Project wich never came to fruitation. He ordered the construction of two Millitary Camps, one in the Amur Hills outside Khabarovsk and a secret one in the farming community of Sebya-Dostsky. The one in the Amur Hills was to hold his Nuclear dreams secretly untill it was ready to show to the world. Unconfirmed reports say that he got as far as building an Underground manufacturing facility but the American's merely dismissed the claim as 'Depressing'. Most believe Uri Buriya hasn't dismatled the site as the Base in the Amur Hills is still going strong. There were also reports that Gorchenko managed to find a source of Uranium in Sakhaliya, this was confirmed in 1993 when Uri Buriya released his 2nd manifesto, 'Findng Utopia'. The base in Sebya-Dostky was set up with a Railyard, Manufacturing Plants for Weapons and Ammuntion and a Mine in 1964 [Unconfirmed reports say its the Uranium mine, other believe its merely another coal mine, one of many in Sakhaliya.] The Millitary Base in the Amur Hills was finished in 1967, but is still being expanded to this day. Gorchenko also drew up plans to start Space Exploration in 1968, but he gave up after the American landing on the moon in 1969.

Gorchenko's rule was coming under major critism from his Commissar Prime [2nd in Command], Milo Sidrovich , he had dwindled the Countries income on the Millitary and the country was in serious Economic decline. Both the Americans and Soviets refused to help, Sakhaliya was too small and insignificant to mean anything to them. In a last ditch attempt to reorganise the country, Gorchenko fired his Commissar Prime and appointed the charismatic 'Uri Buriya' who was at the time, 1st Commissar of Order [Law]. Gorchenko then re-shuffled the Party's High Council, many of the Commissars in the Council were re-alocated jobs they were not familiar with, this made his Party to desend into chaos and eventually, ended up in his resignation in 1977. For fear of being murdered by angry peasants for his Isolationism policy and Collectivism, Gorchenko fled to the USSR and was never heard from again. Uri Buriya took his place a few weeks later. For the first 3 years of Buriya's rule he righted the wrongs of Gorchenko's regime, but firstly tearing down the fences and Millitary outposts that stretched along the border, to eventually re-building the roads and rail lines to Russia in order to start Exporting and Importing again.

During the 80's Sakhaliya was getting back on its feet, with Gorchenko gone the new leader 'URI BURIYA' could focus more on the Economy rather than feeble war efforts. Uri was wise, he knew even in the 60's that America would never attack so close to the USSR; Sakhaliya was never a target and, unless another World War broke out, would never be a target. However, even though he had no plans to expand the Millitary further, Millitary spending increased by 138% from 1977 to 1989, due to the continued construction of the massive 'Armoured Fortress' in the Amur Hill region of the Khabarovsk Krai. Early NATO reconnaissance footage showed 6 'White Balls' beleived to be some kind of Missile Silo, later reports suggested that these were not Silo's but Fuel Container's merely housing the Base's heating facilities. NATO comfirmed the latter in 1985 when Weapons Inspectors were let into the Fortress, they confirmed that the Silo's were nothing more than Oil and Gas Containers.

Sakhaliya has always been a trusted member of the international community ever since, its openess and honestly raised smiles in Europe and America, perhaps they had been wrong about Communist's? Labeling them //all// as 'Evil' seemed like a very old 1950's McCarthyist thing to do, it was time to move on. However, the well Kindled rivalry between the USA and USSR lived on, and on November 9 1989, the Berlin Wall fell. It sent shivers down the spine of even the most hardy and Loyal Socialist, the fear that Communism would soon collapse in Europe was a dire threat to it image in the East.

On the New Year's day of 1990, Uri Buriya began work on his Manifesto, as he set to change the image of Communism and Socialism forever. It became even more clearer to him that the fall of the USSR was imminant and in order to stablize his Country without floods of people choosing a new, Capitalist Russia over worn out, Socialist Sakhaliya, was vital to his success in the world of Politic's and in the History books. For FOUR decades Sakhaliya had been surrounded by Communism, nobody would leave Sakhaliya for fear of the poor Soviet Economy and the (then) low Development of China, people only ever came to Sakhaliya, they chose to live there, work there, die there and nobody never left, even with the choice.

Now however it seemed like those days were gone, it was inevitable that he couldn't stop people choosing Russia over Sakhaliya without closing the borders and soiling his reputation as a respected World Leader. He even felt he could save the USSR with his book.

Uri Buriya's 'Find Utopia' Manifesto was published on the 1st May 1991, it sprung life into Socialist's around the world, he had hoped later on in life, what Marx's Manifesto did for Lenin, his Manifesto would do for a whole other generation. Yet, his hope's of saving the USSR with this new lease of life died when in the following August, Latvia and Estonia broke from the Warsaw Pact and declared Independant Rule. The USSR, it seemed, was shattering into a thousand pieces and even the Glue that was his Manifesto, couldn't hold it together.

Uri Buriya lost hope in saving the USSR soon after and turned to saving his own country. He introduced a modified '**FREE ENTERPRISE**' scheme to the Nation wich he had mentioned briefly in his manifesto [See 'UTOPIAN ENTERPRISE'], this brought a more 'Free Market' feel to Sakhaliya and the people seemed to enjoy it, although, you couldn't in anyway buy Stocks. By December, the scheme had really taken off, so far the Sakhaliyan Economy was doing very well, but it was too late for the USSR. On Christmas day, 1991, Gorbachev gave George Bush Senior a present and resigned, handing Presidential power to Boris Yeltsin. At this time, Uri Buriya was reported to have simply stood up from the chair he was sitting and went to his Study, where, most people say, he wrote a letter to Gorbachev, Commending his effort's at keeping a wounded Animal (a metaphor for the USSR) alive for so long. He didn't appear again in the Sakhaliyan Kremlin untill the following year. For the rest of the 90's, Premier Buriya, in cooperation with China, started promoting Utopian Communism/Yuri-ism as a genuine solution to greed without resorting to the Communist dictatorship's of old. He spoke of great things in Sakhaliya, the road to recovery after the dismal 70's and 80's was finally coming to a close and it was his economic reform's that had done the trick.

By mid 1999 he felt exhausted, the past 7 years had been a great for Sakhaliya but dreadful for him. He didn't have a Revolution to his name, he guessed the World was just too greedy a place after the collapse of the USSR to even consider giving Capitalism up. On the 31st of December 1999, Uri Buriya worked late into the night, come the turn of the Millenium he didn't even look up at the clock on his Office Wall.

As the year's moved on, Uri's vision of his dream Utopian State became clearer, it was a 21st century dream to bring the country crashing into the new Millenium.

He promised he would either take Sakhaliya to World Superpower Status by 2025 to PROVE his system works, or he would resign and turn the state or to the Capitalist's. It was a very risky gamble. It had to work or else he would forever go down in history as another Communist visionary failure, and obviously, he didn't want that. He proposed 4 new Cities to be built, one to begin straight away [Komsalomsk], one for when Khabarovsk get's crowded [Byrnosk], a Port City to be constructed when roads from Byrnosk reach the Sakhalin Straight [Radonnanova] and, when the time all 3 are complete within 10 years, Sakhaliya should move on to the 'Sakhalin Island Project'. In 2004 Construction began on Komsalomsk, and a year later the Sakhalin goverment announced plans for a new Town [Novadomsk] and a large Nuclear Facility [Slavyat] will be constructed in the province of Sebya-Dostsky, although, the plans are on hold at the moment to revise the Reactor Plans after a Catastrophic Meltdown of a Nuclear Plant earlier this year in neighbouring Socialist State '**Siberia**', a country in the North Eastern Balkya Oblast [Eastern tip of Russia].

The impact of the Siberian Meltdown is quite clear all over the Balkya and Khabarovsk Oblast's. The Radiation spread to nearby Kamcheknya and Horatia contaminating Hundred's upon thousands of SQ miles of land in the Oblast, and even more outside the Oblats. Russian Tundra area's were the worst effected area's of Fallout, it fell over many Towns on its decent and so far none have returned to their homes, some Russian's fled to the South to Khazakstan but most fled to the East, in search of new homes in Sakhaliya. Siberian's fled South to Horatia, but Horatia closed it doors on Siberian Immigration shortly after the Meltdown. Many Siberian's boarded Container ships in the Port of Ivanilya and set off for new prospects in America, Southern Asia and Sovatnya [Another Balkya State]. One ship ended up in Sakhaliya by accident however, it had 45,000 people on board and all have been taken into care by Sakhaliyan Authorities.

Its impact on the Economy has, however, been positive. With the increase of Capitalism savvy Russian's, many have opened stores and started trading. The increase in a work force brought on by the hard working Siberian's has increased Productivity all over Sakhaliya. So far, the only strain they have put on Society is the Health and Education services wich need to be expanded drastically to cope with the flood of new Immigrants.

[Earlier this year [2007], after a brief housing shortage wich lead to a Country wide week long Curfew, a new State was formed to the North of Sakhaliya; **United Socialist Republic of Khabarovsk**

Little is known about how the existance of this country came around, but the Sakhaliyan Government is sure new light will be shed on things in the coming weeks and is increasingly trying to strenghen relations between the two countries. During the Curfew, the Administration also started construction on Premier Buriya's Second stage town; Byernosk.

At present, the Sakhaliyan State is growing stronger by the hour. Economically, Socially and Millitarily. The future looks very bright indeed]

The Government as a whole is Chaired by Premier Uri Buriya; the Premier is the President and has complete rule over over the entire country, he is the only person in Sakhaliya who has the official right to Declare War and the only person who can create Law's. His 2nd in Command, the Commissar Prime is almost like a Vice President, but he cannot Declare War or create Law's. The Sakhaliyan People Government system is quite straight forward; there are 2 Houses/Chambers who control most aspects of Sakhaliya-

- **THE CHAMBER OF INDUSTRY** //and//

**THE CHAMBER OF ENTERPRISE**

Both chambers differ significantly, but neither can hold total rule of Sakhaliya due to the fear that one may Abolish the other, effectivly, becoming either a Communist Dictatorship or a Facist Empire.

[edit] THE CHAMBER OF INDUSTRY

This was the side Uri Buriya was part of before becoming Premier. The Chamber of Industry is a cabinate of Commissars with either Liberal Middle/Left wing or Communist total Left wing views. They are mostly Industry Heads and Chief Millitary officials, although there are some Workers Union officials in the Chamber too along with some qualified Politicians. Their main focuses are Millitary, Police, Fire, Power, Water, Exporting, Construction, Maintainence, Farming, Resource production, Unions, the Arts, Fairness and Liberalism.

[edit] THE CHAMBER OF ENTERPRISE

The Chamber of Enterprise is a cabinate of Commissars with varying views, there are some Hard Rightists, but many of them are quite centreist. They are made up mainly of Peoples Stockholders, Politicians, Bankers, Lawyers and One or two Russian Millionaire Entrepreneurs who what to hurry along with the Oil Drilling on Sakhalin. Their main focuses are Commerce, Economy, Finance, Law, Taxes, Importing, Trading, Health, Education, Civic, Tourism, Profit and Conservatism.



[edit] 'UTOPIAN ENTERPRISE' and the 'UTOPIAN CLASS' system

Utopian Enterprise is a kind of Socialist 'Free Enterprise' wich allow's Citizens trade good's for profit freely like in a Capitalist country, but without stocks and shareholders. The Concept is that the Government consolidates ALL Commerce in the country into a Supermassive Corporation, the Shareholders of the company [i.e The Owners] are instantly made '**People's Stockholders**' by the Chamber of Enterprise and must pay ALL profit's to the Government. The Government, in turn has control of every penny that is made through trading goods. They take what they need to keep the country running smoothly and then distribute the Surplus amoungst the masses like a normal Communist state.

There are 3 sectors of Citizenship in Sakhaliya-

    • The One Working Class**
 * Sector 1 - '**Работник людей**' [Worker of the People]
 * Sector 2 - '**Комиссар людей**' [Comissar of the People]
 * Sector 3 - '**Руководитель людей**' [Leader of the People]

Although 'Leader of the People' seems like an exclusive title, its not. There are many Leaders of the Sakhaliyan people but only the Premier (who is exempt from the One Working Class) can Command all 3 sectors of the One Working Class.

All 3 sectors make up the One Working Class, although there are inequalities in the system, the Sakhaliyan Government understands the feasability between treating people EQUALY and treating people FAIRLY. Fairly treating people is Rewarding/Punishing when neccessary, Equaly treating people is Rewarding/Punishing everyone at the same time, no matter if they deserved it. It is the feasability and the workability of the latter that is questionable, therefor, equality has never been and never will be an option in the future of the country.

The State beleives that possessions are poison, so each person is allowed a Maximum total of $30,000 worth of possessions (excluding essentials such as Food and Drink). This includes Homes, Vehicles, Machinery and Electronics but excludes Clothing and aesthetic items like Clocks, Paintings, Tables, Chairs ect. (Its a day purchace thing, so if something goes up in value over time, you can still keep it). This means that less is taken for Sakhaliyan use and instead is sold on the world market, it ensures that, while Sakhaliyan want for nothing but Food, Water, Shelter and Warmth, the economy is still strong due to the Capitalistic tendencies of the West.

[edit] Uri's Vision and 'Finding Utopia'

A passage from his Manifesto,'**Находить Ytoпия**' [//Naxodich Utopia//] [//Finding Utopia/To Find Utopia//]-

'//Re-draw the pencil lines between rich and poor before they are inked and irremovable. The Ideals of a book [Communist Manifesto] written over 100 years go cannot appeal to us no longer, it's equivelant to turning to a 19th Century Clock maker and asking him how to fix a Computer; it simply doesn't work in a modern day sitatuion. The Utopian Ideal is one of vision and courage, should we embrace its full glory, we will be able to take the sweet fruit of it tree to our tables for infinity. With my own unique vison of 'Collective Farming Institutions', one man will be able to govern the amount of 5 Farms without the extra work, we will build these Multi-Storey farms in great numbers, never again will a Sakhaliyan belly go hungry! The same principle applies to our Residential Buildings. Each Residential Community shall have its own fresh water Lake, communal Garden, Parks, a Clinic and bus and parking facilities; never again will a Sakhaliyan feel inadequate! Eventually, our Great cities will join the Metropolises of Moscow, London, New York and Paris as we build our own Subway/Metro systems; never again shall a Sakhaliyan have no transport! We will be a massive transport hub for natural resources such as Coal, Oil, Gas and other Chemicals and Materials such as Sulphur and Uranium [Yes, indeed, we have a source of Uranium that we will put to effective Civil use]. Never again will rolling blackouts from inferior Power Supplies be a problem! We will move more and more production to electronic's instead of Machinery to bring us into the Information age, with our effective but cheap Communist labour, we will out-export our Technological rivals such as the USA and Japan; never again will a Sakhaliyan be without Communication! Our Hospitals and Education facilities will be overhauled, funding will be dropped 25% on millitary spending; 10% going to Schools; 15% going to Hospitals; never again will a Sakhaliyan cry for help be unheard! never again will ignorance be a common trait! The Millitary police presence in our cities has dropped a staggering 83% over the past 10 years as the slow transition to a Civil Force is underway. This way, we can save 10% on the Police by purchasing less Guns, other weapons and kevlar from expensive oversea's stockists and yet, still be safe at night; never again will Sakhaliyans feel oppressed! Eventually, and I may not even be alive to see this, our cities will reach for the skys, buildings will be laden with our glorious Red Stars, millions will flock to seek our perfect communal Utopia that we have made and nurtured into a thing of supreme Beauty. Those of us who live such a day [the children] will tell thier children to seek out and build matching Utopia's and soon the whole world will live in perfect, productive, profitable Utopian Communist living. That is my Vision. That is my Hope. That is my dream. And I hope you share it//.'



[edit] SOVIET ILLUMINATI CONSPIRACY

Many conspiracy theorists beleive the country of Sakhaliya was forced into existence by top ranking Soviet Officials amoungst fears that the Soviet Union would collapse in the hands of Josef Stalin and would never be able to recover. The direct result of this was in fact many Top Soviet officials moving from the USSR to Sakhaliya in order to run the country under their own steam and greed, but the election of Gorchenko was a pre-written plan by the Soviet Illuminati in order to industrialize the country fast as to avoid a domino effect collapse if the Soviet Union did fall. However, Gorchenko once elected, cut all ties with the outside world, not only effectivly shutting the country off from positive Economical growth, but it also cut him off from his 'puppeteers' in the Illuminati. His 'departure' in 1977 back to the USSR, was seen in the eyes of theorists as his 'Death Sentence'; it is true that Gorchenko has never been seem again after he fled Sakhaliya. The current Premier 'Uri Buriya' has recieved relentless support from 'outside' backers of his Utopian Plan. When the USSR collapsed in 1991, the general feeling from the Global Community was each Communist state would follow suit, the first being Sakhaliya because it was so closely linked with Russia. But Sakhaliya never did and shows no sign of ever giving up the Communist life style, and according to Western Economists, it defies all reason; why would Sakhaliya stick with Communism? Its even starting to make some believe that Sakhaliya is controlled by an outside source.

[edit] The Aim of the Conspiracy

To most people, it does make sense. People say the Soviet Union 'Collapsed', but it didn't; the USSR was only effectively stymied when the Government started holding Elections. The power had deminished and the Bloc countries rightfully so gained their independance, but if it wasn't for the elections, the USSR would, theoretically, still exist. Money was tight in the USSR, the only way to make money was to abolish Socialism and become Capitalist, yet, the Communists had been in control of Russia for over 80 years, why would they change Government over night? The Communist Party of Russia before the fall of the USSR was huge, even today it is the 2nd largest Party in Russia. The Government could not afford to build the amount of factories, Homes and offices it needed to support the society; they knew the downfall of the USSR would be held within the infrastructure. With the money however, they could capitalize on many, many more oppertunities such as the Oil market. After the change over, it is said the majority of the Communist party went underground where they were forced to join the Illuminati. They are said to control most of modern Russia's functions, they even rig the elections to make sure the Communists LOSE, but not by so much they become a laughing stock, merely to keep the money flowing whilst not losing touch with politics and the outside world. With the extra money they make, they send most to Sakhaliya. When Questioned over the money the Russian Government simply says 'Economic Aid' nothing more... nothing less; yet, the //true// reason for this is unknown. The majority of conspiracy theorists beleive Sakhaliya is a staging ground for the **NEW AGE RED ARMY**, once Sakhaliya has become an Economic and Millitaristic Giant much like China, the Soviet Illuminati, satisfied with the outcome of their plans, will revert the USSR back to its original State, but this time, with the money to continue. They also think the sheer size of the proposed Army will be used to coerce neighbouring Nations into joining an Annexiation programme in wich, it is predicted, even some European states will have no choice but to join.
