The Independent Pact of Nations (IPON) was formed in November 2007.

This is the coming out of a new alliance, which is much different from the currently existing ones, like the respected SCJU or the new but dynamic AU, and this is the Independent Pact of Nations, shortly the IPON.

IPON would like to fulfill the demand for a different kind of city journal alliance. IPON gives a new option to those, who want to participate in unions, but also prefer to be part of a less organized and less bound community. IPON is more like the association of the independent and "non-aligned" real-world city journals.

We consider the Non-Aligned Movement of the Cold War Period the predecessor of IPON. (By the way denying that there is any unfriendly competition between unions and alliances.)
