Report vandals or insulters who have exceeded their 3rd warning or Admins who have insulted or abused of there power between the 2 lines below, specefying:
- The vandal's username with a link
- A link to the difference revision of his/her last vandalistic edit (this can be obtained by copying the link fo the diff)
