危险的互保链：浙江民营企业染上“金融瘟疫”

为其提供7500万元和330万美元担保的冠军集团深受其害，被各大银行逼迫偿还银行贷款。该集团董事长骆冠军今年6月8日向涉贷银行公开承诺：即使卖掉所有家产，也一定会努力让银行贷款资金不受损失。
火烧连营，银行很快找上了R公司，要它承担连带责任还钱。苦苦撑了半年，R公司最终还是趴下了。银行起诉，法院封账，企业倒闭。
更可怕的是，这不只是一场债务危机，更是一场信任危机。它正在一点一点瓦解浙江经济赖以起家的商帮信任基础和传统，像一场无法遏制的“瘟疫”不断蚕食经济的繁荣、影响企业的正常运行。
5月2日，海宁宏昌制革的老板黄健留下了近10亿的巨额债务跑路加拿大，为其提供担保的吉恩仕、万方经编、八方布业、耐尔袜业、圣奥集团、宏厦装饰等多家企业受牵连。据悉，宏昌的银行贷款高达8亿多，至少涉及当地七八家银行。
互保与联保模式在中国最早被用于农户间的贷款担保。之后，这个模式被很多银行在商圈、行业协会、地方商会的企业之间采用，一度被当作商业银行的创新和经验广泛运用。银行可以借此控制贷款客户的信用风险。
关于互保或联保贷款方式的起源已难以考证，但使这种模式发扬光大的，是被称为 “穷人银行”的格莱珉银行。其创始人、诺贝尔和平奖得主尤努斯于1976年对42名最穷的农户进行小额信贷试验开始，逐步建立起孟加拉国乡村银行格莱珉银行。这个银行目前拥有超过2000个分支机构，650万客户,abercrombie，还款率高达98.89%。它借用了类似中国古代保甲制的方法，让农民自愿组成五户小组，小组里互相担保，小组里只要有一户不还钱，其他户永远别想在银行借钱了。这就是邻里压力。很多经济学家用各种模型证明，这种压力的效果和抵押贷款一样，甚至更强。

企业、银行各执一词

S公司的5个亿银行贷款，99%采用了互保形式，它因此与5个企业建立了互保关系。其中，S公司为R公司担保了1.5个亿，为T公司担保了2000多万。今年5月，R公司和T公司受担保危机影响，倒闭停产。
海量的贷款从银行出来，并不全部流向企业的扩大再生产或转型升级，而是大部分流向了地产、矿产、期货以及高利贷市场等获利更高的投机领域。来自中国人民银行温州支行撰写的《温州民间借贷市场调查报告》显示，温州1100亿民间借贷的总盘子中，仅有35%用于实业经营，其他都用于投机。而根据民间的估算，投机的比例或许还要更高。
2012年上半年，温州乐清的浙江沪洋电气有限公司老板刘碎孟突然失踪，银行开始逼债，为其提供担保的多家企业陷入恐慌。据估算，全部担保金额或高达2亿。据了解，刘碎孟在失踪前，通过假并购、假转让等手段转移了公司及个人资产。
按照该理论，银行对不同企业贷款视同为银行的“投资组合”，对不同企业投资将不会增加银行的风险。然而至今，以温州为代表的中小企业联保大面积风险蔓延，是理论还是实践问题呢？
“但除了互保，我还有别的办法吗？没有。”邹晓东抱怨说，作为一家农业企业，土地是租来的，无法抵押，投入最大的农业基础设施、水利设施以及温室大棚也无法抵押，作为库存的苗木同样无法抵押，企业的所有资产都无法盘活。
2011年11月，杭州钱江开发区的绿成集团资金链断裂，债务危机爆发，债权人纷纷起诉，很快，与其互保的企业卷入诉讼，被要求代偿债务。根据公开报道，“绿成互保危机”直接涉及到的企业超过14家，这14家的年产值超过60亿，员工人数超过7000人，银行贷款金额超过41亿。仅浙江通达实业有限公司就为其提供担保7000万元。据悉，绿成在江苏进行的房地产项目亏损严重，而绿成的董事长本身在民间借贷的高利贷高达5亿~6亿元，并涉嫌合同诈骗。目前当地警方已介入调查。
马克维茨理论的基础是：在投资额度一定的情况下，对不同的资产进行组合，可以降低投资的风险。即一组企业的总授信额度应该是组内实力最强的单户的授信额度，而非进行各户额度叠加。额度叠加的后果是，授信额度低的企业获得了授信额度高企业的额度，授信额度高的企业的授信额度也没有降低，这已经背离了理论假设。按此操作，风险不但没有得到分散，反而进行了放大。
截至2012年6月末，浙江省不良贷款率为1.34%，比年初上升0.42个百分点。同期，广东省的不良贷款呈下降趋势。监管机构将此不良贷款的突升，归结为“受中小企业资金链断裂和破产倒闭的影响，局部信用环境仍未恢复”。
诸暨崩塌的企业信用

在信用制度发达的国家，抵、质押以及担保贷款比例很低，贷款多是信用贷款，利率市场化的存在使得这成为可能。
根据杭州家具行业商会的一份统计资料显示，家具行业担保圈所涉企业逾100家，债务金额超100亿元。R公司上游的那两家担保企业同属家具行业。
从逻辑上看，高利贷危机造成的个体企业资金链断裂死亡，点燃了互保危机的导火索，使得企业隐性的互保风险迅速地、无边地蔓延,abercrombie france。之后，银行惜贷，民间惜贷，企业断“血”死亡。地上与地下金融一起合谋了这场危机。
浙江省高院的数据显示，因为企业担保链危机的出现，金融纠纷案件明显激增，仅以温州为例，金融纠纷案同比增加了209%。在诸多案例中，银行均以原告出现。
至此，那些与冠军集团互保的企业，以及更多的陷入互保危局的企业境况如何不得而知，但可以确定的是，诸暨当地的企业信用体系近乎崩塌，企业主们纷纷撤保，包括何先永在内的多位当地企业负责人被以“非法吸收公众存款”罪抓捕。然而，担保的危机始终难解。
温州中小企业发展促进会会长周德文预料到的最坏结果是，互保危机将继续向更多的企业蔓延，进一步影响温州经济的基本面。“年底的还贷高峰期到来，将使形势变得更加严峻。去年资金紧张的时候，还可以去民间借点钱，但今年的民间借贷也全面萎缩了，谁也不敢放贷。”
今年10月，温州滨江大道上的高端消费场所惨淡经营。自去年下半年始，温州的高端娱乐场所已经少有人问津。与此同时，温州新建的商品房比最高价时下跌近了40%。
其中一家位于绍兴滨海新区的包装企业为康辉铜业6500万贷款提供担保，自身还欠了银行4500多万债务。
温州一家鞋业企业老板王胜建告诉《中国经济周刊》，一家年销售收入不足2000万的企业，银行却跟他说销售额超过1亿，让他们建立互保关系，结果，现在对方资金链断裂跑路了，银行逼着他还款。
这是一场由企业之间的互保、联保引发的典型的债务危机，但更像是一场瘟疫，来势汹汹，防不胜防。
追根溯源，造成如今这种局面，周德文认为，银行负有不可推卸的责任。
以天煜建设互保危机案为例：天煜建设今年1月初资金链开始出问题，第一层担保圈被收贷发生在3月初，第二层担保圈被收贷发生在3月中旬，第三层担保圈被收贷则是4月初。
当经济形势发生逆转，国家政策突然转向，银行银根紧缩，企业几乎一夜之间陷入困境。事实上，最先倒闭的那些企业往往因为高利贷或房地产所累。

浙江互保重灾地图
各地方政府也纷纷成立应急专项资金，用于缓解企业转贷时的资金周转困难。问题企业先用政府的钱给银行还贷以后，银行兑现放贷承诺。
联保，即三家或三家以上的企业组成担保联合体，联合体中的成员为其中任何一家的贷款承担连带责任。
正邦水电原来与另一陷入危局的企业中江控股也存在互保关系。中江控股董事长俞中江因无力偿还高利贷，资金链断裂，已被杭州警方以涉嫌非法吸收公共存款罪刑拘。旗下数十家实体企业和相关资产、债权、债务正被依法核查，涉及金额初步统计达数十亿元之巨。
银行的明哲保身引来诸多非议。周德文甚至认为，正是银行毫无预警的抽、压贷，加速了企业的死亡和担保危机的蔓延。
这一规定出来，老板们跑得更快。“银行与企业、企业与企业生出不同程度的信任危机。”周德文认为，这是更大的危机。
还有一些企业通过设立关联公司互保、联保套取贷款。例如，去年负债20多亿倒下的宁波高新区七鑫旗公司及其关联企业有21家，在保证担保的5.28亿债权中，关联企业的互保联保占到了4.49亿元。
王胜建认为，互保、联保等担保制度本身并不是主要问题，真正的危险是超过自身能力的过度借贷，造成了虚假繁荣。
在过去的10多年中，这种中小企业间“互哺”的融资担保模式，在浙江省内表现出了极强的创造力和财富效应。
在这个以天煜建设为原点的互保危机圈上，处于一级圈内的是嘉逸集团和华洲集团，它们又各自成为更大的“传染源”形成不同的互保危机圈，一发不可收拾。
真的顶不住了
嘉逸集团是杭州家具行业的龙头企业，曾入围 2008 年奥运会办公家具供应商。3月初,abercrombie，与嘉逸集团和华洲集团均有互保关系的浙江荣事实业集团被北京银行收贷3000万元。荣事实业又是一个地雷，它是国内人造板行业的领军企业，以它为“传染源”的三级互保圈中，涉及的企业包括虎牌集团、九龙控股、朗华家具、博洋家具、荣业家具、新世纪管道、东新木业等近10家。在第四级互保圈中，与浙江九龙控股互保的又有博洋家具、杭州康顺；与浙江博洋家具互保的单位又有浙江晶瑞办公家具、浙江麦尚实业等。
今年3月，R公司的老板对邹晓东说，“我顶住了，你放心。”之后，5月的一天，这个老板告诉邹晓东说，撑得很辛苦，真的顶不住了。说完，他哭了。
2011年11月，洲际橡胶集团因民间高利贷导致资金链条断裂。与冠军集团存在互保关系的宏磊股份同时也是洲际橡胶集团的互保企业，曾因此发不出工资导致工人堵门。达亨控股集团为洲际橡胶集团提供了9200万元的贷款担保，因而陷入还贷危局，董事长何先永被当地警方控制。

天煜建设在建设银行的1.4亿元贷款，其中9000万元由嘉逸集团与之互保。2012年1月，受天煜牵连，嘉逸集团共被8家银行收贷1.15亿元，顿时陷入困局。仅就天煜建设而言，它的贷款总额不算太高，大部分的贷款与嘉逸集团互保，直接所涉企业并不太多，它的破产本不足以引起大的危机，但它所点燃的嘉逸集团确是一个重磅炸弹。
可怕的是，虽已全力以赴，政府仍无良策。
所有这些因素的叠加为互保危机的爆发埋下了伏笔。
地方政府试图努力协调银行与企业之间的关系。但银行未必听政府的。
资金链断裂企业的名单仍在不断更新。这场以杭州、温州、绍兴为核心的担保链危机在继续蔓延。而这或将只是冰山的一角。官方统计，这种联保互保模式占浙江省企业融资总额的40%，民间估算，更占到70%。
以嘉逸集团为原点的二级担保圈包括六大集团，涉及企业超过30家，互保金额总计4.18亿元，其中三家是当地的大型龙头企业，总资产逾55亿元。
互保：火烧连营仍在继续
“瘟疫”之源来自一个叫天煜建设的公司。这家公司注册地在浙江东阳，注册资本8000余万元。2011年12月20日，其下属江苏分公司经理因涉嫌非法集资被法院立案，天煜建设全部账户和房产陆续被法院冻结查封。
以华洲集团为原点的二级互保圈涉及5家企业包括荣事实业、高盛科技、浙江中业控股及下属关联公司、浙江正见集团建设有限公司。
他自身的企业原本是经营良好的，但如果要还掉这将近3000万的互保债务，很可能要陷入困境。
冠军集团拥有目前国内最大的香榧加工基地和苗木繁育基地。据公开报道，骆冠军卖掉了他旗下“香榧会所”90%的股权，变现了5500万元的现金，之后归还深发展银行2000万元，南京银行1000万元，浙商银行1000万元，诸暨宏润小额贷款公司1000万元，诸暨海博小额贷款公司700万元。
与此同时，虎牌集团下游担保圈即第四级担保圈的6家互保企业陆续出现被收贷的情况。例如，互保链上的正邦水电自4月起，短短45天，被4家银行收贷1.05亿元。

R公司是杭州家具行业的一家企业，处于天煜建设担保圈的第三圈。杭州家具行业深陷天煜建设担保圈危机。引爆杭州家具行业危机的是处于担保圈第一圈、该行业的龙头企业嘉逸集团，它与天煜建设存在直接担保关系，而天煜建设于2011年12月20日即被法院查封,abercrombie。
互保引发的危机，在草根经济最发达的温州表现得最为典型。

2012年春节过后，浙江的企业老板继续跑路留下的债务，与其他破产倒闭的企业一起，形成了庞大、复杂、盘根错节的互保圈危局。在很多专家看来，这些企业的互保，也引发了新一轮的三角债危机。
为了收回贷款，银行无所不用其极。
危机根源：过度信贷惹的祸
2008年金融危机爆发，国家为了刺激经济，实行宽松的货币政策，银行放出海量的贷款。彼时，银行考虑的是市场占有的份额，于是鼓励企业借贷。但大多数的中小企业缺乏抵押物，为了能增加贷款规模，银行积极主动促成企业之间的互保和联保，造成企业互保联保贷出的资金占比激增。而且，审核相当宽松。
邹晓东的S公司是这张巨大的互保信贷关系图中的一员，处于天煜建设担保圈的第四圈。这是浙江省一家农业龙头企业，业绩良好，它其实与天煜建设没有任何交集，但曲折辗转，遥远的担保关系也使其卷入了天煜建设的担保圈危机。
根据中国人民银行杭州中心支行的数据显示，浙江省内5月份以来发生风险的企业中，60%缘于为其他企业提供担保代偿后出现资金困难。
立足全局考虑，政府努力制止这场危机的蔓延。
温州今年年底形势更严峻
“有的银行骗企业说，你把钱还了，我一定会贷给你，甚至有的把借款协议书都写好放在桌上了，企业哪能不相信？结果千凑万凑，把高利贷借来还了，钱不贷给他了。企业心都寒了，所有企业都不敢还钱，傻瓜才去还钱。”温州中小企业发展促进会会长周德文对《中国经济周刊》说，事情因此变得越来越糟。
&ldquo,abercrombie uk;如果区域内的政府本身对我们银行有支持，同时我们肯定，这个企业能救活，也会尊重政府的要求，不抽贷不压贷，但很多时候，这个企业不仅仅是区域内的贷款，其他地方也有贷款，政府就很难做工作。”陈磊说，这种情况下，银行说一套做一套的现象就难以避免了。“例如通常会说，我批了，但总行不批啊。”
温州的问题尤其严重，一些企业，资产不过四五千万，却因为参与了多家银行的互保贷款项目，最后却拿到了数亿贷款。“企业的负债率太高了，利润根本不够付利息，倒掉是必然的,abercrombie uk。”
与R公司存在担保关系的企业年初的时候已经倒下了，其中一个老板还跑路到了国外。跑路老板的电话是通的，他隔洋对银行说：“只要你不收我贷，你把钱放给我，我照样回来，你们不放给我，我不回来。”
浙江互保病根不在互保制度本身
王胜建的孩子明年就要大学毕业，他决定让孩子去考公务员，不再做企业了。他说，“老板的信心都没了。”
但在我国，银行贷款利率浮动范围不大，信用贷款自然只授予了国有大中型企业，中小企业的信用贷款一般只是奢望，互保及联保贷款则提供了一种类信用贷款的模式，在中小企业的融资环节无疑起到了巨大的作用。
达亨控股集团是绍兴地区的一家大型制衣企业，从1981年的一个小作坊起步，最后发展成为拥有1000多名员工的跨国企业集团，年出口创汇超过1亿美元。
在企业看来，他们的难关主要来自银行的抽、压贷。这种压力沿着庞大的互保、联保网络蔓延，引发了大面积的企业资金链危机。
2010年初，浙江宁海强蛟镇春雷电器集团因管理混乱、资金链断裂等问题被迫停产。不久，与春雷电器互保的另两家企业也相继宣布停产；之后包括宁海实力型企业九龙五金等在内的11家处于第二层担保圈的企业宣布陷入危机。半年后，危机波及宁海县另外的20家企业，这些处于春雷电器第三层担保圈的企业也因互保、联保关系面临被银行收贷的处境。
冰冻三尺非一日之寒。
“我们知道一些老板欠银行一屁股债，但他个人或家庭有几十套房产，还有好多台名车，别墅照住、宝马照开，甚至把财产转移到国外，银行一点办法也没有。”
如今，遭遇经济下行，互保的危害及弊端再次显露无遗。
浙江省人大财经委6月的调研发现，作为浙江省三大中心城市之一，温州3998家规模以上工业企业中，今年已经停产140家，产值同比下降的有2276家，占比近57%。
康辉铜业出事后,louis vuitton，经发实业很快受牵连。坊间传言，经发实业涉及负债近30亿，民间借贷近8亿。但该数据无法得到核实。
5月4日，浙江亿达生物科技有限公司倒闭停产。公司公告称，因经营不善，无法正常生产，企业所有资产已经由当地人民法院进行封存。坊间传言，倒闭破产的原因或是亿达生物为其他企业提供巨额担保因而深陷困局。
公开报道显示，大多数跑路的老板在跑路之前不同程度地进行了财产转移。
去年末，在高利贷危机爆发的时候，温州市政府拿出了10个亿建立应急转贷基金。一年后，温州市政府再拿出10个亿。如今，一共20个亿的应急转贷基金专门用于中小企业的转贷。“政府支持的力度不可谓不大，可见形势之严峻。”周德文感到担忧的是，除此之外，政府基本没有其他更好的解决方案。（郭芳）
2008年的金融危机，邹晓东们曾见识了它的厉害。绍兴当时最大的企业浙江华联三鑫石化有限公司深陷互保案漩涡。这家企业融资80多亿元，与数量庞大的企业存在盘根错节的互保关系，绍兴当地知名的展望集团、浙江玻璃、加佰利集团皆牵涉入内，数十家银行牵涉其中。若非绍兴市政府出手挽救，整个绍兴地区企业界岌岌可危。
3月26日，虎牌集团受荣事实业收贷影响，加上自身因收购引发问题，被华夏银行收贷4000万元，3月27日被中国银行收贷4000万元。被卷入第三级担保圈危机中的虎牌集团是浙江地区备受瞩目的明星企业，连续5年跻身“中国民营企业500强”，是拥有绝缘子、电务、电气、电缆及铜业等多板块的多元化控股集团,abercrombie。
正邦水电很庆幸地在此之前及时与其完成了数千万元担保款项的交割，免受其害。但最终因虎牌集团还是陷入了互保危局。
在与R公司建立担保关系的时候，邹晓东与R公司的老板熟稔，他确定R公司经营良好。但他对R公司的“其他担保公司”，以及“其他担保公司的担保公司”一无所知。
去年末，这个城市刚刚经历了疯狂的高利贷危机，但如今这场正在蔓延的企业互保、联保危机，对温州经济的打击或将比去年末的高利贷危机更为沉重。它的致命之处在于，一些原本经营良好的优质企业也被拖垮。
凑不齐钱的那些企业，大多死掉。“如果因为自身经营不善而死掉，只能愿赌服输，但如果是死于互保，我死不瞑目。”邹晓东说。
从去年下半年开始，不良率出现，陈磊他们的贷款条件中开始增加了一条，法人的个人资产也必须与企业一起承担无限连带责任。
不良率来了，银行风声鹤唳。企业资金链一旦出现问题，银行的普遍做法是催贷、抽贷、压贷。
另一家为康辉铜业担保的经发实业集团，又是一家“中国民营500强企业”。该公司注册资本58721万元，总部位于浙江诸暨，管理中心设在杭州，产业涉及旅游、酒店、金融、房地产、纺织制造、对外贸易等众多产业。特别值得一提的是，经发实业参股了多家银行，包括浙商银行、徽商银行、包商银行、诸暨农村合作银行等。
令人担忧的是，这仅仅是浙江庞大的互保、联保网络的一个缩影和分支。我们只看到了危机的起点，但看不到边界，也猜不到结局。
这样的地图，陈磊的同行们人手一张，这是他们进行风险预警和讨债的向导。最快地做出反应，催贷、抽贷、压贷，是他们的职责。
风险分散是金融风险转移的重要手段之一，即俗称的“不把所有的鸡蛋放进一个篮子里&rdquo,abercrombie;。该理论为马克维茨赢得了1990年诺贝尔经济学奖，其基本原理是：几乎不存在未来收益波动完全正相关的两个资产，因而对资产进行组合投资不会增加投资风险。
浙江互保危局中的牺牲者
此次浙江地区发生的大面积的联保问题并非互保或联保产品本身问题。在解决银行与客户信息不对称的问题上，该产品起到了应有的作用，这种模式也为银行扩大自身的客户渠道提供了重要途径。然而任何一个产品本身都不可能做到完美，总是有这样那样的风险。关键在于执行层面，是否对产品风险有足够认识？是否制定了相应的操作规程以及是否遵守了这样的操作规程？
受危机影响，洪汉民于2012年3月跑路加拿大，总共留下高达18亿元的欠债，其中10亿元为银行贷款。那些为洪汉民旗下公司担保的企业深受重创。而且，来自洪汉民的危机波及到了数百公里外的绍兴。位于绍兴上虞的浙江康辉铜业有限公司和位于绍兴诸暨的浙江经发实业集团有限公司，正是深受其害的两家企业。
2012年1月起，受天煜建设影响，为其互保、联保的多家企业开始遭遇银行收贷。 之后，这场始于天煜建设的借贷危机因错综复杂的互保、联保关系不断传染、蔓延、辐射，引发了大面积的企业资金链危机。一份来自杭州家具行业的报告指出，收贷事件涉及中国银行、建设银行等23家银行，关联债务金额超100亿元，相关企业逾百家。
7月8日，身负巨债的浙江浦江宏业有限公司董事长潘绍江和妻子跑路迪拜。据悉，浦江宏业共有8200万元的贷款面临坏账风险，有8000万元民间高利贷借款合同也无力履约，同时还有对外高达1.54亿元的担保金无力负担。跑路半个月后，迫于国内各方压力回到了浙江。
不幸中的万幸是，邹晓东最终凑足了这1.5个亿和2000多万，截断了S公司所在的担保分支链条危机的传导，挽救了自己，也挽救了处于其下游的其余3个互保企业。
起源于杭州的这场危机持续发酵，蔓延到了距离杭州不远的湖州市。处于此次危机“二级担保圈”中的另一家杭州企业浙江高盛科技，其老板为洪汉民，浙江桐乡人，在浙江实际控制9家企业，除高盛科技在杭州外，其余企业均在湖州。
诸暨的另一互保企业冠军集团也陷入了焦灼。据悉，与冠军集团互保的企业包括经发实业、达亨控股集团、宏磊股份等10家企业。其中，为经发实业担保的金额为1400万元，为达亨控股集团担保的金额为7500万元和330万美元。真正将冠军集团拖入债务泥潭的是达亨控股集团。
洪汉民跑路后，多家银行找到了为其提供担保的康辉铜业，康辉铜业被迫停产，董事长陈德康被当地公安部门控制。康辉铜业处于第三级担保圈，与其存在互保关系、处于第四级的大约10家企业岌岌可危，再往下处于第五级担保圈的近10家企业日子也非常煎熬。
即使这样，并非所有的风险都可通过投资组合而化解。系统性风险无法通过资产组合的办法进行回避。目前的互保，多数在同行业或上下游、同圈子之内进行，这样造成的情况往往是“你好我也好，你差我也差”，这样的资产组合风险分散效用本来就有限。现在经济下行，系统性风险暴露。银行反而由于这种似是而非的担保的存在，降低了风险意识，本来不大符合标准的企业由于这个创新产品的存在而得到了授信。
然而，其弊端亦十分显著，&ldquo,air jordan pas cher;火烧连营”式的株连所带来的危害，在经济陷入低迷的时候，会变得一发不可收拾。
经发实业陷入信贷危机之后，鉴于该庞大经济体在当地影响巨大，诸暨市政府介入帮助企业重组自救，终得以平稳过渡。
该制度设计的初衷是银行通过自己熟悉的客户，将信用延伸到不熟悉的客户，解决信息不对称的问题。然而，该产品的天然缺陷是一个联保圈子往往行业相同，经济上行时，一荣俱荣，在经济下行时，则一损俱损，呈火烧连营之势；正常情况下本应识别出的风险极易被似是而非的担保而掩盖；同一企业可能在不同银行有不同联保圈，风险没有得到充分揭示等等。
这个曾经创造了经济领域诸多传奇的明星城市，如今陷入了罕见的困境：上半年，温州的GDP总量跌出浙江前三，增速位列全省11市之末。8月末，温州市银行业不良贷款率已上升至3%，连续12个月上升，创下10年来的新高，亦为浙江省最高。
银行：不负责还是不得已
陈磊是一家商业银行浙江地方支行的行长，他手上拿着一张巨大的地图，上面绘制的是由天煜建设有限公司引发的互保圈信贷危机所涉企业的信贷关系图，一圈一圈往外蔓延至第六圈担保链，所涉企业逾百家，包括中国民营500强企业，互保资金总额超100亿元。
前述那位隔洋向银行喊话的跑路企业主转移财产后在国外与家人团聚，静观事态发展。全部烂摊子留给国内的银行、政府以及互保链上的企业。
成也互保，败也互保
该风险分散理论起作用的另一个前提是，互保企业的行业关联度不大。例如,abercrombie，食品行业与饮料行业关联度肯定要比食品行业与IT行业关联度要高。
重灾区杭州
目前，虎牌集团正在重组过程中。

9月的一天，邹晓东刚从银行处理完担保债务匆忙赶过来，满脸疲惫。在过去的5个月时间里，他四处忙着筹款，分别偿还1.5个亿和2000多万的担保债务，“几乎没睡过一个安稳觉。”邹晓东对《中国经济周刊》诉苦说。
陈磊对《中国经济周刊》说，从业10多年，他从来没有见过这样的局面，伴随着经济的下滑，这种出于分散风险而设的互保、联保制度的弊病全部暴露无遗。
