This is ARF.
[edit] Purpose
The Appalachian Regional Freehold is not a Freehold in the strict sense of the word. It has no traditional Courts, no single base, and is spread through "an area roughly the size of the United Kingdom" (Wikipedia). It technically includes the entire area of the Appalachians, from Pittsburgh to Knoxville, from the Virginias and Ohio to the Carolinas and Georgia, though not all of it is covered equally.
There are two main reasons for this unorthodox arrangement. The first is the supernatural composition of the Appalachians: all told, the folklore spreading throughout the region has left a number of paths through the Hedge in the area, and most of them are in relatively or very isolated areas. While city Freeholds can (and do) take care of a lot of this, there are still a lot of places where people can get snatched, Changelings can return, monsters can roam, and treasures can be hidden, without there being much of anyone around to notice.
And the Hedge isn't the only problem. Werewolves enjoy the relative solitude and roam in large packs, making it more dangerous for Changelings to move- and it's such nice territory, they don't mind fighting over it. Solitary mages, particularly Acanthus and Thyrsus, dot the area, holding isolated Hallows and areas away from Sleepers where they can do their work. It's a fairly popular place for the Courtless to roam, and there may be even weirder things around. Pittsburgh is relatively close to Hunter central. The only thing that isn't as much of a problem is Vampires- and even then, there are cities in the area big enough to hold them.
The second (and possibly main) reason is that this is somebody's brainchild. One part power grab and one part business opportunity, this one person whose name I haven't thought up yet pitched the idea of a confederacy of Freeholds, for the sake of better communication and policing within the area. (Summer went with it. Autumn went with it after a few of the treasures in the area were pointed out. Winter's still rather grumbly but thinks it might mean the clearing-out of more places to hide by the rest, and Spring just likes the idea of huge seasonal festivals.)
It hasn't been around for too long- about a decade. Just long enough for it to be stable enough to be threatened...
