[edit] Return-era

The Deliberative is now split a bit. The major questions are: keep the fortifed base, move out more, or both? Is the cold war with the Sidereals really worth it, now that most of those in the original Usurpation on all sides are dead? And of course, these new creatures with the power of the Sun- are they returning Solars or invading raksha? Or both? Given that the Solar reports are mostly on the Threshold, few of the ruling Lunars care overmuch, but they're certainly paying attention.
