One of the best ways to make a good map is to give the players many different strategies in playing the map. Instead of placing one factory in the center of the map (which is always a bad idea), perhaps place an airport away from the strategic locations on the map and a factory closer to it. Try giving the player a choice of what properties to capture at the start of the game. Does he opt for more resources by capturing a city or for producing more troops by capturing the factory? If the map is sea based, try creating remote islands that provide funds along with a central island that is key for military control. Even though a map is symmetrical, it doesn’t mean that it needs to play out the same more both sides.
