This is because no transport apart from the ASW can cross mountains. Also, if a building is surrounded by sea, you cannot capture it UNLESS it has a shore. You may think ASW's can do this, but they can only unload onto something if they are either on a shore or on land and the unit in question can actually get onto that terrain (this goes for all transports, apart from Carriers, who must be on a shore to load or unload).

Introduction

This section lists some of the “heads up” elements in Battalion that you should be aware of when designing a map. These might also help you become a better player if you weren’t familiar with these rules.

Multi-Capture

The same commando does not need to capture a property. In addition, capture progress on a property is saved as long as there is any of your units on that property.

Shore Crossing

Any ground unit can cross between two shores, despite the fact that it looks like there is sea between the two tiles.

Multiple Capitols

A map can have any number of capitpls. Once one capitol is taken, you automatically lose.

Production Facilities Anti-Air Capabilities

All production facilities (factories, harbors, airports) all have Anti-Air that does 25 damage to any enemy aircraft on top of it. This does not apply to Hover Tanks.

Transport Loading And Unloading

All transport units in the game require a “safe” tile to both load from and load to. That means that even though your carrier is next to a harbor, it will not be able to unload a unit on to that harbor unless it the carrier itself is on a tile that the transported unit can move on.

ASWs On Mountains

ASWs cannot unload from one mountain to another mountain.

AT Array Limit

Only a certain number of AT Arrays can be deployed on a map at a time. On a one-screen map, the limit is four.

Frigates Over Reefs

Frigates can not travel over reefs.

Building Income

Different buildings offer different incomes. Capitals offer 3000, cities offer 1000 and all production buildings (factories, docks, airports) offer 200.

Air Unit Defense

Air units get the same defense over terrain as land units and sea units do.

Isolated Buildings

No building surrounded by deserts can be captured, UNLESS: You load a commando into a transport (either an ASW or a Transport), and unload the commando directly onto that building. Same thing works if the bulding is surrounded by mountains, and the mountains surrounded by deserts.

Just unload the commando onto the mountain. However it is impossible to capture a building surrounded by deserts and then surrounded by mountains unless you have an ASW.

Hovertank Transport

Hovertanks can load and unload from Carriers from any non-mountain tile. That means that even if a Carrier is not on a shore or a dock, a Hovertank can load and unload from it.
