Politics of Haarden

The government of the Kingdom of Haarden is based on a balance of traditional and modern values. Haarden is a constitutional monarchy but unique in the the Monarch holds executive powers as well as being the ceremonial figurehead of the nation. Haarden is also a multi-party proportionally representative system in which one party may be the majority or several parties must form a coalition to achieve majority.

(Monarch)
The Monark serves in the executive role of the Royal Government. The Monark's first role is to serve as the figurehead of the kingdom and a symbol of unity. In the executive role the Monark is responsible for approving and signing all bills and acts into law. The Monark reserves the sole right to: bestow titles and honors on individuals, recognize the legal existence of nations and appoint Minister of State, Justices and Diplomatic Officials. The area of treaties, cooperative agreements and executive agreements is also the sole power of the Monark but with a majority approval of the Adligråd. The Monarch is also considered the Commander in Chief of the Armed Forces and has the power to temporarily activate and deploy units in response to threats to the Kingdom. Finally, the Ålderdomligt allows for provisions and clauses that gives the Monark the power to invoke all powers of the Royal Government whent he safety, security and welfare of the Kingdom are in jeopardy.

The Ministers of State are appointed by the Monark with the majority approval of the Adligråd. The Ministers head the various Ministries and Departments. They also serve in an advisory role to the Monark through weekly conferences.

Important Government Agencies
- Pharmaceutical Standards Agency - Regulates and oversees the production of medecines and medical techniques as well as the development of new drugs and procedures.
- Disease Emergency Response and Containment Agency - Researches the latest techniques of cures and vaccines. Has several centers around the Realm ready to quickly respond to any viral or disease outbreak to ensure it's containment. Has the power to order quarantines.
- Dept. of Security and Intelligience - Ensures the welfare and security of the Realm as well as intellegience abroad. Provides plans for defense as well as forewarning. Investigates reports of persons or actions that may be harmful and damaging to the Realm.
- BAV Response Agency - Is equipped to handle hazardous materials and biological, atomic and viral attacks quickly and effectively. Works closely with the DERC Agency under the Ministry of Health.
- Office of Environmental Standards - Sets the standards of environmental procedures and health. Regulates the storage of factory by-wastes and hazardous material as well as common landfills. Enforces those regulations and handles all violations and accidents harmful to the environment.
- Internal Revenue Collections Agency - Responsible for collecting all taxes within the Realm, providing public information on taxes and investigating fraud and forgery cases.
- Efficiency and Auditing Agency - Responsible for reviewing government offices, departments and programs and advising the government on cost efficiency and effectiveness.
- Office of Governmental Budgets - Responsible for determining the governmental budget for the fiscal year, advising the government on financial problems and solutions. Responsible for paying governmental expenditures and wages.
- Dept. of Investigation and Enforcement - Sets the standards for law enforcement agencies and enforces those regulations in lower agencies. Provides aid and resources for lower agencies such as training and legal advice. Investigates complaints and violations. The high level law enforcement of the Realm dealing with crimes on the national level such as drug trafficking between provinces, governmental corruption and cases brought before the High Courts. Also conducts programs for crime prevention and drug awareness.
- Dept. of Consular and Diplomatic Affairs - Responsible for assigning ambassadors and delegates as well as maintaining embassies and consulates. Promotes diplomatic relations and ensures the well being and accomodations for foreign dignitaries.

Rojelsenat
(Royal Senate)
The Rojelsenat is the legislative body of the Kingdom. It is a bicameral body made up of the Adligråd and Montörvalde. The Senat has its origin in the historical Adligråd which served primarily in an advisory role to the Monarchy. Before the signing of the Act of XXXX, the Adligråd served as the advisors to the king and in positions similars to the Ministers of State as well as the various Commanders of the Army and Fleets.
In modern times, the Rojelsenat is responsible for proposing and passing the laws and bills of the Kingdom with each house having it's own respective powers. Together, the two houses also share the powers to declare war and impeach the Monark.
Känsler
(Chancellor)
The Känsler is the elected official who presides over the Rojelsenat. This position is the most powerful elected official in Haarden. The Känsler is chosen through separate special elections that are held after the general Senate elections.
The Känsler is elected on the basis of a policy and promise platform. He/She is responsible for guiding the Adligråd and the Rojel Montörvalde in their policies. The Känsler has the powers to cast a vote as a tie breaker, appoint certain government officials and place a suspended veto on a law for further review. The Känsler also serves in several roles such as the spokesperson for the RojelSenat, advisor to the Monark and presiding figure of impeachment trials.
Adligråd
(Council of Lords)
The Adligråd is the upper house of the Rojelsenat. It is made up of 32 hereditary seats chaired by the current Head of each House as well as 31 popularaly elected seats since the reform of (YEAR). The upper house is responsible for the creation and passing of criminal and civil laws in Haarden. While both houses may propose laws, the upper Adligråd is the only one to actually approve bills and pass them on to the Monarch for execution.
The Adligråd convenes twice a year in January and August for normal legislative sessions and then once again in a special Joint Session with the Montörvalde in October. An elected Councillor must have served at least two previous terms in the Montörvalde before being eligible to serve in the upper house. At any time if a seat in the Adligråd should become vacant because of the failure of a Noble House, that seat shall become an elected chair.
Rojel Montörvalde
(Royal Elected Assembly)
The Montörvalde is the lower house of the Rojelsenat. It is made up of 351 popularly elected representatives. The lower house is charged with the approval of any financial bills such as the budget of the nation and taxation. While both house may propose these bills, the lower house is the only one to actually approve them and pass them on to the Monarch for execution.
The Montörvalde is only required to meet once a year during the second week of January but is known to meet several times a year for financial discussions. The Montörvalde also meets with the Adligråd in October for the special Joint Session in which the fiscal budget for the next year is determined.
