Of course building on coastlines should be stopped. They should have learned their history of hurricanes that wipped out entire towns, causes billions of dollars in damages, and ruin people's lives when they lose everything. They know where hurricanes are likely to strike, why not just move 10 miles inland? You will still be able to see the water when the next Mitch, Andrew, or Katrina hits, and suffer less than the people who don't have warning or are just to stupid to leave.
