*The positives from smart growth to me seems like the government wants people to plan not only within their families but in their business approach as well. And that both of these will help the environment with the choices that we make for the future within these boundries. The program would have to revise thier plan and find ways to keep dogs on their leashes and enforce the rules, they would also have to come up with an alternative way for feral cats.
