The Family Planning Around the World programs include the United States Agency for International Development(USAID), United Nations Population Fund, and Childhood Mortality.
The programs that don't work are the United Nations Population Fund. The program doesn't work because the program funding is determine by Congress and its administration. Often times Congress and its administration doesn't provide enough funds to make the program successful.
