		+	If the entire system of the plankton were removed the whole think would snowball until no system remained.  If the bottom of the foodchain goes the top will follow shortly after, human's included.  In this case the industry based on the bay would be the human cost.  If there is an unnatural overabundance, I'm assuming that's different than the overabundance that does happen occasionally, the same thing might happen.  The plankton would probably starve everything below it of oxygen and that would be about it.

Wetlands are a transitional link between water and land and are low areas such as swamps, tidal flats, and marshes which retain moisture. They are characterized by hydrophytic vegetation and hydric soils. Two types of wetlands are tidal and non tidal.

Wetlands support lare quantities of plant biomass which creates a tremendous resivoir of nutrients and chemicals bound up in plant and tissue sediment. They are wintering homes for migratory flocks of waterfowl. Other mammals rely on them for cover and they are used as a spawning and nursery area.
