a: This article is discussing rather or not we should be able to rebuild homes and buildings around coastal areas without strict building codes.  The point of view is people should be able to rebuild their homes wherever they want to and have a right to.  It raises the question should we as taxpayers be responsible for paying for the damages caused by hurricanes or should it be only those who live by the coastal area and ocean be the ones who have to pay for it. We can't control the environment and all natural disaters such as hurricanes, but can predict them. Many die in these disaters and decrease the population sometimes by thousands. Many need help and since we pay taxes anyways, I believe that the money should go to those in need for survival.

b:China is striving to capture carbon dioxide coal burning power plants to prevent air pollution. This is a growing risk for global warming.  They want to be more efficient enhancing energy and protect the environment by using renewable energy, and by reducing waste to improve safety and security. This pretains to ethics because by improving all these environmental factors will enhance growth and provide more jobs for people. Less population and more jobs will cause the population to increase more and more.
