a. The people in the Valdosta-Lowndes county are deciding how their area should grow. The area has a theme park, Air Force, and state university so there is promise that it will continue to grow. They need to show people that they have planned well so that they can get industries that offer high paying jobs. The problem is that if they don't start planning the right way at this time, then sprawl will occur. Sprawl causes people to spend more on gas, gives them less time to spend as a family because they have poor transportation, and causes pollution.
