d)Both sides are having problems giving up anything.  The public wants to enjoy the parks but don't want to help clean them up or be responsible for the welfare of the parks and animals living in them.

e)No. The solution is too little, too late they should have done something 20 years ago when the first signs were noticable of degradation of the parks.
