In Her Magesty's Secret Service

This quest starts by talking to Highkeep in North Qeynos. He is in the same room as Irontoe, the inn near the South Qeynos gate. He will send you to Tenebrous Tangle to speak with Jabber Longwind. He can be found near the spire.

Jabber will tell you to jump down the waterfall and speak with Murrar Shar.
