decent, though not a point of focus. strong enough to keep the empire running. distribution of wealth with the elites having the great majority of it and the poor are extremely poor. based mostly on agriculture.
Education
education is extremely important. even soldiers must study history and literature and languages. lots of schools all over the city. the poor and rural people are usually educated in the home by their grandparents.
Hierarchy

still merit-based society. if someone of another race proves themselves worthy, they can be given a high position but will still be looked down upon socially, if not professionally.
