Talk to Meow Meow at 6, -16. He'll tell you a story, and give you a "Dubious Bag of Kamas".

Go to 6, -18 and talk to Deudoine. He'll give you a sword, but it's not ready yet to use, 100xp

Go to 4, -18 and talk to Dragonsly. He'll take your rudimentary sword and replace it to a fire one. (although it will be finished as neutral), 200xp

Return to 6, -16 and talk to Meow Meow again. He'll engrave Ecaflip's hallmark onto the sword. Quest complete.

Reward: 1 Yanguru Sword (for female characters) or 1 Yingnitiate Sword (for male characters), 200xp

Oddly enough, the sword you end up with does Neutral damage, despite it starting out as a fire sword. Ecaflip acts in strange ways, I guess.
