The Mandate is a group of affiliated [[MDEA]] agents and officers, who are in direct contact with Desai University and the [[Board of Affairs]].  Whether they are a branch of [[MDEA]] unto their own, or are simply spoken pieces of a group, is unknown at this time.  The latter seems the most plausible, considering their disjointed positions within [[MDEA]] in regards to one another.
