You stay with Borodin on the con for now. Some other officer goes with Ramius down to hunt the saboteur. The Russian submarine does not fire immediately, and Borodin says the Russians are waiting to set safety features off so the torpedo will be active immediately, and Ramius' tactic will not work again. You have about 3 minutes to do something.
You can go to the ocean floor which makes it easier to avoid torpedos and perform jamming tactics. Or you can go close to the Russian submarine to attack it.
